National Programme Specialist Job Description

The United Nations Development Programme (UNDP) is seeking a highly skilled National Programme Specialist to join our team. This role will provide technical, advisory, and strategic support for the implementation of health-related programs in Pakistan.

About the Role

• ">
• We are looking for a candidate with at least 7 years of experience in HIV programming and developing or implementing capacity and strengthening systems for health.">
• A master's degree in Public Health or a related field is required. A bachelor's degree in combination with additional experience may be considered.">
• You will work closely with government agencies, NGOs, CSOs, and other organizations to strengthen policies and procedures and health systems.">
• Your primary responsibilities will include programmatic management, risk assessment, budget planning, and coordination with national and provincial partners.">
• You will also develop and implement capacity development and transition plans, as well as lead programmatic training and/or capacity building to national partners.">
• In addition, you will facilitate knowledge building and sharing, promote partnership building, and ensure effective communication among stakeholders.">
• You must have excellent communication and interpersonal skills, and be able to engage with diverse stakeholders, including government officials, healthcare professionals, and community leaders.">
• Familiarity with UNDP rules, regulations, policies, and procedures is an asset.">

Key Responsibilities

• Programmatic Management: Develop and implement programmatic strategies, assess programmatic impact, and monitor progress.">
• Risk Assessment and Mitigation: Conduct risk assessments, develop risk management matrices, and implement mitigation strategies.">
• Budget Planning and Coordination: Develop budgets, coordinate with financial teams, and ensure timely implementation of programs.">
• Capacity Building and Transition Planning: Develop capacity development and transition plans, and lead programmatic training and/or capacity building.">
• Knowledge Sharing and Communication: Facilitate knowledge building and sharing, promote partnership building, and ensure effective communication among stakeholders.">
• Partnership Building and Collaboration: Engage with diverse stakeholders, including government officials, healthcare professionals, and community leaders.">

Requirements

• ">
• Advanced university degree (master's degree or equivalent) in Public Health or relevant related field.">
• At least 7 years (with master's degree) or 9 years (with bachelor's degree) of progressively responsible relevant experience at the national or international level in working in the implementation of HIV programming and developing or implementing capacity and strengthening systems for health.">
• Excellent communication and interpersonal skills, with ability to engage with diverse stakeholders.">
• Familiarity with UNDP rules, regulations, policies, and procedures is an asset.">

Preferred Qualifications

• Knowledge and experience working in the use of computers, office software packages, and web-based management systems.">
• Demonstrated experience in developing and managing effective partnerships with government and civil society organizations.">
• Fluency in English and Urdu is required. Knowledge of other local languages is an asset.">
