The Programme and Budget Officer plays a critical role in the efficient management of project finances, ensuring timely and effective use of resources. This position is responsible for ensuring compliance with organizational financial rules, regulations, policies, and approved allocations.

Key Responsibilities:

  • Financial Planning and Analysis: Assist programme teams in budget formulation for new projects, ensuring cost-effective resource allocation and identifying funding gaps and risks.
  • Budget Monitoring and Control: Implement financial strategies, monitor budget utilization and expenditure trends, and prepare financial reports, forecasts, and variance analysis to support decision-making.
  • Programme Support: Provide day-to-day budget support to HR, Procurement, Programme, and Operations teams, ensuring efficient financial planning and resource allocation.
  • Knowledge Building and Sharing: Facilitate knowledge building and sharing by conducting regular training sessions and activities to enhance staff capacity on budget management.

Competencies:

  • Strong knowledge of UN financial regulations, budgeting principles, and donor reporting requirements.
  • Excellent knowledge and application skills of IT tools and understanding of management systems.
  • Experience in programme budgeting, financial analysis, and grant management.

Required Skills and Qualifications:

  • Professional certification in accounting or finance
  • Experience in financial management, budgeting, and financial analysis
  • Strong communication and interpersonal skills
