Job Title: Senior Procurement Officer

Summary:

The senior procurement officer will be responsible for supervising all procurement activities under the tender room, ensuring smooth operations and compliance with established procedures. The ideal candidate will have a minimum of 9 years of experience in Government/Semi-Government/Reputable Corporate Organizations.

Responsibilities:
  • Tender Process Management: Receive and review all documents related to the tender process, verifying completeness and accuracy before issuance to suppliers.
  • Tender Sale Management: Monitor the tender sale management process to ensure smooth operations in accordance with established procedures.
  • Issue Resolution: Handle issues or challenges during the tender sale and resolve them promptly.
  • Compliance and Registration: Ensure compliance with all relevant rules, regulations, and registrations with government or semi-government bodies, including NTN, SRB, PPRA, PEC, etc.
  • Dispatch Operations: Manage dispatch operations, including receipt and recording of tender requests via mail and timely courier delivery.
  • Supplier Correspondence: Correspond with suppliers to address queries received through various channels.
  • Bid Receipt and Opening: Oversee the receipt of bids, ensuring they are received smoothly and recorded with date, time, and samples if applicable. Coordinate and conduct the bid opening process publicly with relevant stakeholders.
  • Digitization and Data Entry: Ensure accurate and timely digitization of tender documents through data entry, tapping, and scanning.
  • Financial Analysis: Analyze bid offers post-opening, scrutinizing financial bids and guarantees, and ensure proper recording of financial documents and earnest money.
  • Custody Transfer: Transfer custody of financial documents to the Treasury Department promptly.
  • User Department Coordination: Coordinate with user departments in cases of single bids or queries, acting as the point of contact.
  • Risk Assessment and Strategy Development: Identify, assess, and develop strategies for risks under their management, monitoring and reporting on them accurately.
Required Skills and Qualifications:
  • Minimum 9 years of experience in Government/Semi-Government/Reputable Corporate Organizations.
