Technical Consultant for Education Management Information System

UNICEF seeks a Technical Consultant to provide technical support for the effective implementation, monitoring, and sustainability of the Education Management Information System (EMIS) in Balochistan. The consultant will be responsible for rigorous system testing, validation, training, coordination, data analysis, and the development of integrated reporting dashboards.

The ideal candidate will have a strong background in EMIS design, implementation, and management, as well as experience in coordinating multi-stakeholder initiatives and working with government counterparts and development partners in the education sector.

The consultant will work closely with UNICEF's Education team and other stakeholders to ensure the successful deployment of the EMIS system. This is a critical role in bridging communication between development partners and government stakeholders, ensuring system readiness, user capacity, and alignment with policy priorities.

The consultant will be responsible for:

  • Conducting rigorous testing of all developed EMIS modules, including the Census module, to validate their functionality, performance, and alignment with user requirements and TORs.
  • Facilitating continuous coordination with the EMIS design consultant and relevant stakeholders to support the development, refinement, and successful deployment of the EMIS Census module.
  • Preparing detailed testing reports, identifying bugs or issues, and communicating them in a timely manner to the development team for swift resolution.
  • Organizing and participating in regular monthly coordination meetings with PPIU and the Performance Management Cell (PMC) to review implementation progress, address challenges, and align activities for effective EMIS deployment.

The consultant will also be responsible for conducting comprehensive testing of the RTSM application to ensure it meets functional, performance, and compliance requirements as outlined in the TORs.

The ideal candidate will have a bachelor's degree in computer science or a relevant field, a minimum of 2 years of relevant professional experience, and prior experience in designing, implementing, or managing EMIS or similar sectoral information systems.

Strong analytical and writing skills, knowledge of the latest technologies/software engineering/software development, and proven ability to conceptualize, develop, plan, and manage programmers are also required.

Fluency in English (verbal and writing) is required, and familiarity with emergency response and data governance frameworks is an asset.
