Senior Technical Assistance Consultant

Job Opportunity

This is a senior-level position that focuses on conducting a political economy analysis of the Health and Population Department in Pakistan. The main goal of this project is to gather evidence on the department's vision for achieving universal health coverage and provide guidance on technical assistance interventions based on institutional realities, political priorities, and reform pathways.

The ideal candidate will have an advanced degree in a relevant field such as Political Science, Public Policy, Economics, or a related discipline. They should also possess at least 15 years of experience in political economy analysis, governance reforms, and institutional restructuring, particularly within the context of ministries, donors, and health sector reforms.

The consultant will conduct a thorough political economy analysis using desk review, key informant interviews, and stakeholder mapping. This process will be divided into four phases: Scoping & Framework Development, Field Inquiry, Synthesis & Recommendations, and Sustainability: Capacity Building, Institutionalisation, and/or Transition Planning.

Requirements:

An advanced degree in Political Science, Public Policy, Economics, or a related field.

At least 15 years of experience in political economy analysis, governance reforms, and institutional restructuring.

Experience working with ministries, donors, and health sector reforms.

Strong analytical and writing skills.

Ability to work independently and as part of a team.

The consultant will generate evidence on the department's vision for achieving universal health coverage and inform technical assistance interventions with institutional realities, political priorities, and reform pathways.

This will involve conducting a thorough political economy analysis using desk review, key informant interviews, and stakeholder mapping.

The evidence generated will be used to inform policy decisions and guide technical assistance interventions.

Phase 1: Scoping & Framework Development

The consultant will conduct a desk review of existing literature and documents related to the department's operations and health sector reforms.

They will also conduct key informant interviews with senior officials and stakeholders involved in the department's operations.

The findings from these activities will be used to develop a framework for understanding the department's vision and strategies for achieving universal health coverage.

Phase 2: Field Inquiry

The consultant will conduct field inquiries to gather data and information on the department's operations and health sector reforms.

They will engage with key stakeholders and decision-makers involved in the department's operations and gather their perspectives on the department's vision and strategies for achieving universal health coverage.

The findings from these activities will be used to inform technical assistance interventions and guide the development of a plan for capacity building, institutionalisation, and/or transition planning.

Phase 3: Synthesis & Recommendations

The consultant will synthesise the evidence generated during the first two phases and develop recommendations for technical assistance interventions.

They will also identify key stakeholders and decision-makers involved in the department's operations and develop strategies for engaging them in the project's objectives.

The recommendations will be guided by institutional realities, political priorities, and reform pathways.

Phase 4: Sustainability - Capacity Building, Institutionalisation, and/or Transition Planning

The consultant will develop a plan for capacity building, institutionalisation, and/or transition planning.

This will involve identifying key stakeholders and decision-makers involved in the department's operations and developing strategies for engaging them in the project's objectives.

The plan will also address the potential risks and challenges associated with the project's implementation and identify opportunities for integrated health and population service delivery towards achieving universal health coverage.

Deliverables:

A comprehensive political economy analysis of the Health and Population Department in Pakistan.
