Job Title: Programme Policy Officer (Anticipatory Action and Impact-based Forecasting Specialist)

This role involves providing technical support and capacity building to relevant government agencies, including the Pakistan Meteorological Department, Federal Flood Commission, and Regional Meteorological Centre Peshawar. The incumbent will conduct a comprehensive capacity needs assessment, develop and deliver training programs on short-range weather and flash flood forecasting, impact-based forecasting, and anticipatory action.

The successful candidate will also provide technical assistance in the installation and operationalization of hydrometeorological instrumentation, spearhead evaluation and strengthening of dissemination of alert and notification methods, and support in risk assessment and crisis timeline development.

Key Responsibilities:

  • Conduct a comprehensive capacity needs assessment for flash flood forecasting and early warning systems
  • Develop and deliver training programs on short-range weather and flash flood forecasting, impact-based forecasting, and anticipatory action
  • Provide technical assistance in the installation and operationalization of hydrometeorological instrumentation
  • Support in risk assessment, crisis timeline, hazard prioritization, and return period analysis
  • Establish a flood impact database that includes historical flood events and their effects on health, livelihoods, and infrastructure

Required Skills and Qualifications:

  • Advanced degree in Meteorology, Hydrology, Environmental Science, Climate Change, or a related field
  • At least 3 years of experience in flood forecasting, early warning systems, and disaster risk reduction
  • Strong technical expertise in hydrometeorological monitoring and forecasting
  • Excellent analytical and problem-solving skills
  • Proficiency in data analysis and forecasting tools such as GIS, remote sensing, and statistical software
  • Strong communication and coordination skills
  • Fluency in English language and Urdu
