The Provincial Coordination Officer plays a pivotal role in facilitating the United Nations Cooperation Framework at the provincial level.

  • They provide strategic facilitation and coordination support to ensure effective implementation of the framework.
  • Guiding the Provincial Programme Team (PPT) in leveraging the Cooperation Framework as the central strategic programmatic base for UN interventions.
  • Promoting Results-Based Management in the implementation of the Corporation Framework, maintaining close linkages with the Planning, Monitoring, Evaluation and Learning (PMEL) Working Group in Islamabad.

Liaising with UN Provincial Programme Teams in joint planning and results reporting, ensuring that the PPT is informed and involved in the Common Country Analysis (CCA) formulation.

  • Establishing and maintaining effective coordination mechanisms on gender, youth, and disability inclusion.
  • Preparing and maintaining analytical mapping of UN work in the province aligned with provincial government priorities.
  • Supporting provincial Accountability Affected Population (AAP) committees and coordinating with interagency forums.
Main Responsibilities

UN-Wide Priorities

  • Liaising with provincial government counterparts to understand their priorities and advise the PPT co-chair(s), Head of RCO, and RC on strategic areas of intervention.
  • Organizing the Cooperation Framework Programme Steering Committee meetings and regular interactions with the provincial government.
  • Strengthening coordination of development programs by organizing meetings between senior UN leadership, provincial government, and development partners.
Humantarian Issues Support

Providing support to the Resident Coordinator (RC) and UN agencies, including OCHA, regarding humanitarian issues.

  • Facilitating the implementation of the Provincial Security Enhancements, Accountability, and Humanitarian (PSEAH) provincial workplan.
  • Planning, preparing, and finalizing field mission plans for the RC to districts in the province.
  • Coordinating with UN entities to prepare for high-level missions to the provinces.
Knowledge Management

Facilitating knowledge management, advocacy, and communications of UN-wide results.

  • Setting up and managing a TEAMS co-working space for all strategic UN documents.
  • Liaising with United Nations Information Centres (UNIC) for visibility into joint-up UN work through inputs into articles or social media postings.

Requirements

  • An advanced university degree in Political Sciences, Social Sciences, Law, International Relations, or a related field is required.
  • A first-level university degree in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

  • Applicants with a Master's degree are not required to have professional work experience.
  • Applicants with a Bachelor's degree are required to have a minimum of two years of relevant experience at the national or international level.

Language Skills

  • Fluency in English and Urdu is required. Knowledge of local languages such as Sindhi, Punjabi, Pashto, and Brohi could be an advantage.
