Procurement Specialist Role

As a key member of the procurement team, you will play a vital role in formulating and implementing a consistent approach to sourcing, purchasing, and contract administration. Your primary objective will be to develop and execute procurement strategies that meet departmental needs efficiently.

Key Responsibilities
  • Process purchase requisitions and purchase orders in a timely manner to ensure smooth operations.
  • Prepare Request for Proposals (RFPs) and receive quotations, bids, or proposals from suppliers. Evaluate and negotiate contract terms in compliance with regulations to achieve the best possible outcomes.
  • Conduct market analysis to identify opportunities for cost savings and maintain healthy competition among suppliers.
  • Monitor and forecast upcoming levels of demand to ensure timely delivery of quality goods at the best price.
  • Ensure proper tracking of requisitions and purchase orders by updating the database accordingly.
  • Identify new suppliers to expand the vendor base and improve supply chain resilience.
  • Manage service contracts and oversee logistics and inventory management to optimize resource allocation.
Required Skills and Qualifications
  • Proficiency in Electronic Public Procurement Systems (EPADs) is essential for this role.
  • Preparation of Procurement Plans and Tender Documents is crucial for successful contract administration.
  • Technical & Financial Evaluation of Bids and Compliance with Public Procurement Regulatory Authority (PPRA) and EPADs Regulations are critical skills required for this position.
  • Effective communication and stakeholder management skills are necessary for building strong relationships with suppliers and internal stakeholders.
  • Contract Administration including open & closed framework agreements requires strong analytical and problem-solving skills.
Administrative Skills
  • Liaising with Regulatory Stakeholders and Team Management are essential administrative skills required for this role.
  • Data Administration and Physical & Digital Data Management require strong organizational and attention to detail skills.
  • Compliance with FBR & PRA regulations is critical for maintaining accurate records and ensuring regulatory compliance.
Soft Skills
  • Team Player and Presentation Skills are essential for effective communication and collaboration with internal stakeholders and suppliers.
  • Communication Skills and Research & Problem-Solving abilities are necessary for analyzing complex procurement issues and developing creative solutions.
  • Adaptability & Attention to Detail and Strong Advisory & Negotiation Skills are critical for building strong relationships with suppliers and internal stakeholders.
Qualifications & Experience
  • A Bachelor's Degree in Business Administration, Finance, or related field with 8 years of post-qualification professional experience in procurement is preferred.
  • A Master's Degree in Business Administration, Finance, or related field with 5 years of post-qualification professional experience in procurement is also considered.
  • Sound knowledge of PPRA rules and EPADs is essential for this role.
  • The ability to work under pressure with minimal supervision and proficiency in core IT applications particularly MS Office (Word, Excel, PowerPoint) are highly desirable.
