**Job Description:**

The United Nations Development Programme (UNDP) is seeking a skilled Procurement Officer to support the Project Management Unit (PMU) for the Global Fund HIV Grant in Pakistan. The successful candidate will work closely with the Programme Unit and project teams to deliver procurement services, ensuring compliance with UNDP rules and regulations.

Duties and Responsibilities:

  • Ensure full compliance of procurement activities with UNDP rules, regulations, policies, and strategies.
  • Prepare and draft procurement documentation, including RFQs, RFPs, and micro-purchasing documents.
  • Advise on project procurement activities and sourcing strategies that meet UNDP procurement principles.
  • Prepare reports on the status of procurement activities and make presentations to stakeholders as needed.
  • Elaborate and implement cost-saving and reduction strategies in project procurement.
  • Implement contract strategy, including tendering processes, evaluation, and negotiation of offers.
  • Conceptualize, elaborate, and implement strategic procurement, including sourcing strategy, supplier selection, and quality management.

Efficient Management of Procurement Processes:

  • Prepare procurement plans and monitor timely initiation of planned activities.
  • Organize procurement processes, including preparation and conduct of RFQs, ITBs, or RFPs, receipt of quotations, bids, or proposals, their evaluation, and negotiation of certain conditions of contracts.
  • Prepare Purchase Orders (POs) and contracts, both within Quantum and outside.
  • Ensure POs are duly prepared and dispatched in a timely manner and take corrective actions on POs with budget check errors.
  • Monitor proactively the processing of POs until delivery and document any changes in timelines.

Sourcing Strategy and E-Procurement Tools:

  • Develop and manage rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
  • Implementation of sourcing strategy and e-procurement tools for international tenders, focusing on achievement of smooth implementation of e-procurement processes.
  • Establish and promote quality assurance standards for maintenance and inclusion to the rosters.

Logistical Services:

  • Support in managing all logistics operations required to ensure delivery of goods and services.
  • Support logistic management, including green light procedure, shipping documents, etc.
  • Monitor and track all shipments with regular follow-ups with suppliers on timeliness of delivery.

Capacity Building and Knowledge Sharing:

  • Engage with implementing partners, NGOs, CSOs, UN entities, and technical partners to strengthen national systems and health institutions.
  • Support the PSM Specialist in developing capacity development and transition strategies to support national entities.
  • Identify and support the development of communications highlighting key procurement achievements.
