Procurement Manager – Job Description

Position Title: Procurement Manager (Local + Import)

Reports To: Operations Director

Position Summary

The Procurement Manager oversees all procurement activities for both local and international suppliers. This role ensures cost-effective sourcing, timely delivery of goods and materials, reliable supplier performance, and compliance with all procurement and import regulations. The manager leads procurement planning, supplier negotiations, contract management, and import logistics coordination while supporting business objectives and inventory requirements.

Key Responsibilities

Strategic Procurement & Sourcing

  • Develop, implement, and manage procurement strategies for local and imported materials.
  • Identify, evaluate, and onboard new suppliers to improve quality, pricing, and supply reliability.
  • Conduct market research to monitor pricing trends, supply risks, and alternative sourcing options.
  • Lead cost-saving initiatives through supplier negotiations, value engineering, and process improvements.

Supplier Management

  • Negotiate contracts, prices, terms, and service-level agreements with both local and overseas suppliers.
  • Monitor supplier performance (quality, delivery, responsiveness) and drive corrective actions when needed.
  • Maintain strong relationships with key suppliers and build long-term strategic partnerships.

Local Procurement Operations

  • Manage daily purchasing activities including purchase requisitions, purchase orders, and delivery follow-ups.
  • Ensure local suppliers meet delivery schedules, quality standards, and contractual requirements.
  • Work closely with finance to resolve invoicing or payment discrepancies.

Import Procurement & Logistics Coordination

  • Plan and coordinate all import-related purchasing activities from order placement to delivery.
  • Prepare and review import documentation: commercial invoices, packing lists, HS codes, certificates of origin, etc.
  • Coordinate with freight forwarders, customs brokers, and shipping lines for timely shipment and clearance.
  • Ensure compliance with international trade regulations, customs laws, and applicable import controls.
  • Track shipments and resolve any delays, discrepancies, or customs issues.

Inventory & Demand Planning Collaboration

  • Work with planning, production, and warehouse teams to ensure purchasing aligns with inventory targets.
  • Maintain optimal stock levels and minimize stock-outs or overstock, balancing cost vs. availability.
  • Forecast material needs based on production schedules and sales demand.

Process Improvement & Compliance

  • Develop and enforce procurement policies, procedures, and best practices.
  • Implement continuous improvements to enhance efficiency, accuracy, and supply chain resilience.
  • Ensure ethical sourcing, audit readiness, and compliance with company policies and regulatory requirements.

Reporting & Analytics

  • Provide regular reports on purchasing performance, cost savings, supplier issues, and import status.
  • Monitor and analyze procurement KPIs (cost, delivery, quality, efficiency).
  • Use ERP/MRP systems to manage procurement data and purchasing workflows.

Qualifications

Education & Experience

  • Bachelor's degree in Supply Chain, Procurement, Business Administration, International Business, or related fields.
  • 5+ years of procurement experience, including at least 2 years handling imports.
  • Strong knowledge of local procurement practices and international trade regulations.

Skills & Competencies

  • Strong negotiation and vendor management skills.
  • Solid understanding of import processes, customs requirements, HS codes, and Incoterms.
  • Excellent analytical, organizational, and communication abilities.
  • Proficiency in ERP systems, procurement software, and MS Office.
  • Ability to manage multiple priorities and work under pressure.
