1. Purpose of the Position

The WASH Engineer will be responsible for planning, designing, supervising, and monitoring the implementation of gravity-fed water supply schemes, construction of community toilets, and rehabilitation of school WASH facilities under the emergency and early recovery interventions in District Shangla. The position ensures that all activities are technically sound, cost-effective, environmentally sustainable, and in compliance with national standards, donor requirements, and Sphere / WASH cluster guidelines.

  1. Key Responsibilities

A. Technical Planning & Design

  • Conduct technical assessments and feasibility studies for gravity-fed water supply systems, community sanitation facilities, and school WASH rehabilitation works.
  • Prepare engineering designs, technical drawings, BoQs, and cost estimates in line with project objectives and sector standards.
  • Ensure designs comply with Sphere Standards, UNICEF/UNOCHA WASH Cluster guidelines, and local government regulations.

B. Implementation & Supervision

  • Oversee day-to-day construction and rehabilitation activities, ensuring quality control and adherence to approved designs and timelines.
  • Supervise contractors, skilled and unskilled labor, and community-based construction committees during works.
  • Monitor construction of gravity water schemes, ensuring proper intake structures, pipelines, break-pressure tanks, distribution networks, and community tap stands are built to standard.
  • Ensure proper construction of gender-sensitive, disability-inclusive community toilets and school sanitation facilities.
  • Support the rehabilitation of damaged or non-functional school WASH facilities, including water supply, handwashing stations, and drainage systems.

C. Capacity Building & Community Engagement

  • Train and mentor community WASH committees on operation and maintenance (O&M) of water supply systems and sanitation facilities.
  • Conduct awareness sessions on safe water use, hygiene practices, and sanitation facility maintenance.
  • Facilitate active participation of women, men, youth, and persons with disabilities in project planning and monitoring.

D. Monitoring, Reporting & Coordination

  • Prepare regular progress reports, site inspection notes, and technical documentation.
  • Maintain accurate records of material usage, labor costs, and construction progress.
  • Coordinate closely with WASH Cluster, local authorities, school management committees, and community leaders for smooth implementation.
  • Support the Project Manager in donor reporting by providing technical updates, success stories, and lessons learned.

3. Required Qualifications & Experience

Education

  • Bachelor's degree in Civil Engineering or B-Tech with 3-5-year Experience in reconstruction and rehabilitation of Gracity Based Water Supply Schemes and Communal and Institutional (Schools/Healthcare facilities) WASH facilities.

Experience

  • Minimum 3–5 years of relevant professional experience in WASH engineering within NGOs, INGOs, or government projects.
  • Proven hands-on experience in designing and implementing gravity-fed water supply schemes.
  • Strong background in construction of community toilets and rehabilitation of school WASH facilities.
  • Familiarity with Sphere Standards, WASH Cluster guidelines, and Pakistan Building Codes.
  • Experience in working with communities, school management committees, and local authorities.

Skills & Competencies

  • Proficient in AutoCAD, EPANET, MS Office, and other design tools.
  • Strong project management, problem-solving, and analytical skills.
  • Ability to prepare accurate BoQs, cost estimates, and technical drawings.
  • Excellent report writing and documentation skills.
  • Knowledge of environmental sustainability, disaster risk reduction (DRR), and climate-resilient WASH infrastructure is desirable.
  • Fluency in Urdu and Pashto preferred; English proficiency is required.

4. Key Working Relationships

  • Internal: Project Manager, WASH Coordinator, MEAL Team, Field Engineers.
  • External: WASH Cluster, Education Department, Local Government Engineering Departments, Contractors, Community Leaders, and School Committees.

5. Safeguarding & Accountability

  • Ensure that child protection, gender equality, and disability inclusion principles are integrated into WASH designs and activities.
  • Promote accountability by ensuring community participation, feedback mechanisms, and transparent reporting throughout the project cycle.
