Senior Gender Specialist

Background
The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2028) programme funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.

A central part of this work is the development and institutionalisation of Gender Budget Tagging, which systematically classifies, tracks, and reports gender-relevant public expenditures at the federal and provincial levels. Gender budget tagging aims to strengthen transparency, accountability, and alignment of public spending with Pakistan's commitments under frameworks such as the Paris Agreement, and the Sendai Framework by promoting transparent, data-driven budgeting that supports resilient development outcomes.

Activity Context

The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of Gender Budget Tagging – a system for identifying, classifying, and reporting on gender-related public expenditures.

While federal-level tagging methodologies and reporting structures have been developed, a dedicated provincial and regional component is also underway. The provincial budget tagging will engage with provincial finance departments, planning and development boards, and sectoral line departments to assess systems, capacities, and political economy factors. The outcome will be integrating gender budget tagging into provincial budgeting processes, enhancing climate-responsive planning, and ensuring alignment with national and international commitments.

Job Summary
The Senior Gender Specialist will support the design, refinement, and quality assurance of gender budget tagging methodologies of provincial budgets. The role will ensure that methodologies are conceptually sound, operationally feasible, and aligned with international best practices. The specialist will work with the team of provincial and regional specialists and provide quality assurance for data outputs, coordinate stakeholder validation processes, and support capacity building on tagging tools and formats.

Duties and Responsibilities

1. Develop provincial gender budget reporting formats and support testing with data

2. Build capacity of government counterparts to integrate gender perspectives in budget formulation and execution.

3. Strengthen reporting systems for gender-related public expenditures

4. Contribute to the training and capacity-building of provincial and regional staff on application of gender budget tagging tools.

5. Ensure methodological alignment with Pakistan's institutional frameworks.

6. Conduct quality assurance reviews of tagging classifications, data outputs, and reporting templates.

7. Collaborate with technical teams to develop guidance materials and tools for implementing gender budget tagging methodologies.

8. Support structured consultations and validation workshops with key stakeholders.

9. Advise on the integration of gender budget tagging into budget call circulars and fiscal reporting formats.

Qualifications and Experience

• Minimum 10 years of experience in gender-responsive budgeting, public financial management, economics, public policy, budget analysis, gender studies or public finance.

• Demonstrated involvement in public financial management, policy analysis, or reform projects

• Demonstrated expertise in implementing budget tagging systems (gender or sectoral).

• Experience preparing reports, facilitating inter-ministerial coordination, and delivering trainings

• Strong knowledge of Pakistan's PFM architecture and budgeting processes.

• Advanced degree in Economics, Public Financial Management, Public Policy, Economics, Gender Studies or a related field.

• Excellent analytical, communication, and writing skills.

Reporting
 The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.

Level of Effort
The total level of effort across this assignment is 40 days.
