Background

CABI is an international organization focused on improving lives by solving problems in agriculture and the environment through scientific expertise. CABI's programmes rely on robust evidence to measure impact, inform adaptive management, and demonstrate accountability to stakeholders. CABI – Regional Bioscience Centre Pakistan is seeking a highly skilled and experienced MEL Officer(Consultant) to provide short-term technical support. This role is critical for capturing programmatic performance, learning, and outcomes through a mixed-methods approach.

Objective of the Assignment

The primary objective of this assignment is to provide specialized MEL support to ensure the systematic collection, analysis, and reporting of high-quality data. The STTA-MEL Officer will be responsible for leading specific data collection activities and synthesizing findings to contribute to programme learning and reporting.

Key Responsibilities

A. Data Collection, Analysis, and Reporting

• Design and implementation of qualitative and quantitative surveys using digital data collection tools (e.g., ODK Collect, KOBO Toolbox, SurveyMonkey).
• Collect data through qualitative methods including key informant interviews, focus group discussions, in-depth interviews, etc.
• Clean, process, and analyze quantitative and qualitative data using statistical software (e.g., SPSS, MS Excel, NVIVO, etc.).

• Develop clear and concise data visualizations (charts, graphs, dashboards) to track progress against targets and communicate results to diverse audiences.

• Development of survey, research and evaluation reports – using qualitative and quantitative data to develop high-quality reports.

B. Learning, Reporting, and Knowledge Management

• Synthesize data from all sources to write insightful sections for programme reports, ensuring findings are evidence-based and actionable.
• Develop and disseminate learning products (e.g., case studies, impact stories, briefs) that capture key insights and best practices for internal and external stakeholders.
• Co-facilitate learning and capacity building sessions with programme staff and partners to reflect on data and adapt implementation strategies accordingly.

Note: The incumbent may be assigned any other professional duties, as required by the Line Manager, that are consistent with the level and responsibilities of this role.

Required Expertise and Qualifications

• A Master's degree in Statistics, Agricultural Economics, Social Sciences, International Development, Rural Development, or a related field.
• Minimum of 3 years of proven professional experience in designing and implementing MEL Frameworks for development programmes, preferably in agriculture or social development.
• Advanced skills in quantitative data analysis and visualization using software like SPSS, or MS Excel.
• Proven experience in qualitative data collection and analysis using different analysis techniques.
• High proficiency with digital data collection platforms (e.g., ODK Collect, KOBO Toolbox, Survey Monkey).
• Excellent skills in MS Excel and data management.
• Strong understanding of results-based management (RBM) principles and logic models.
• Excellent report writing, presentation, and communication skills in English.
• Fluency in Urdu; proficiency in Pakistani regional languages is a strong asset.

Duration and Duty Station

This is a short-term full-time position for 03 months, starting from October to December 2025. Based in CABI – Regional Bioscience Center, Rawalpindi with 30% travel to field sites in Punjab, KP, Sindh and ICT.

Supervision

The STTA – MEL Officer will work under the direct supervision of the MEL Manager (Asia) and will collaborate closely with the programme and Global MEL / Social Science team.
