JOB TITLE: Monitoring Assistant
TYPE OF CONTRACT: Special Service Agreement – SSA4
UNIT/DIVISION: M&E
DUTY STATION (City, Country): Bahawalpur, Punjab - Pakistan
DURATION: 3 Months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Within the delegated authority and under the overall guidance of the Head of Sub-Office, the Field Monitoring Assistant will directly report to the M&E Focal Person in the Sub-Office. The incumbent is expected to generally support the overall monitoring and evaluation functions at the project implementation sites in the field. More specifically, the incumbent will be responsible for monitoring the floods response activities of WFP.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Verify the targeting of beneficiaries and the geographical prioritization for the planned activities as per WFP standards.
2. Perform monitoring of ongoing activities and processes (e.g. distribution and social mobilization) implemented by Cooperating Partner.
3. Where applicable, remotely (telephonically) contact the beneficiaries to verify the receipt of WFP assistance according to the entitlement.
4. Receive and collate comments and feedback from cooperating partners and beneficiaries to support in identifying programmatic issues with a view to fostering efficient operations and communicate to the relevant managers.
5. Perform different types of assessments/ post distribution monitoring to document the benefits of WFP interventions on target communities.
6. Perform purposive monitoring visits to follow-up on critical issues surfaced through internal and external sources i.e., WFP community feedback mechanism, government authorities, UN coordination office etc;
7. Collate WFP assistance information in accordance with clear direction, in order to support programme reviews and informative decision-making.
8. Liaise with cooperating partners, district authorities and internal counterparts to gather feedback and comments to support programme reviews and improve services.
9. Represent WFP at district level coordination fora and accordingly keep WFP PO updated.
10. Provide guidance to cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
11. Prepare and timely share the field mission reports to document programme implementation.
12. Any other task assigned within the area of expertise.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education with a post-secondary certificate in any relevant area of studies.
Experience:
Minimum 4 years of field work experience in any sector of social development, humanitarian work, health, nutrition, or food security. Experience in producing infographics and writing narrative reports. Capacity to foster sustainable relationships with local NGOs, government authorities, and other implementation partners.
Knowledge& Skills:
Basic knowledge of emergency situations and flood response interventions. Skills in field data collection and report writing.
Languages:
Fluency in English language and Urdu is required; and knowledge of relevant local languages is desirable.
