The Ministry of National Food Security & Research is seeking a qualified and experienced
Agri-Finance & Investment Policy Specialist (SPPS-II)
to lead the development and execution of national policy frameworks that improve access to agricultural finance, promote investment, and integrate innovative financial technologies.

This is a high-impact technical role for professionals with a strong background in agri-finance, credit systems, fintech models, and policy design. The ideal candidate will have prior engagement with public-private financing, regulatory bodies, and investment institutions.

Key Responsibilities:

  • Design and implement a national Agri-Finance and Investment Policy Framework
  • Conduct diagnostics of financial tools such as crop insurance and rural credit
  • Promote public-private partnerships (PPPs) and investment opportunities in agri-value chains
  • Engage with SBP, SECP, DFIs, banks, fintechs, and donor agencies
  • Develop policy briefs, fintech-based solutions, and investment strategies
  • Lead stakeholder consultations and monitor policy implementation through data dashboards

Required Qualifications and Experience:

  • Master's degree in Agricultural Economics, Finance, Development Economics, MBA (Finance), CA/ACCA, or a related discipline
  • Minimum 10 years of professional experience in agri-finance or rural credit
  • At least 8 years of experience in agri-financial policy, fintech-based solutions, agri-insurance, or investment frameworks
  • Proven collaboration with commercial banks, financial regulators (SBP, SECP), DFIs, or multilateral donors
  • Strong policy formulation, financial modeling, and stakeholder engagement skills
