Purpose of the APW
The purpose of this assignment is to provide technical assistance in development of policy briefs based on the findings of Bottle Neck Analysis of Family Planning in Pakistan conducted during 2024. In addition, the consultant will also be conducting webinars for dissemination of the recently launched WHO global guidance on scaling up Postpartum Family Planning (PPFP), Task sharing and Social Behavior Change (SBC) for Contraception & Family Planning.
Background
Under the WHO-FP Accelerator Plus project, a detailed bottleneck analysis (BNA) was conducted in Pakistan to have a better national context-specific understanding of factors that may help or hinder scale-up and to sustain these EBPs. The BNA report focuses on synthesis of what is known about scaling up evidence-based practices (EBPs) in the country in terms of implementation status, reasons for success or lack of success by analysing the local context, policies, guidelines and tools, strategy documents, plans, and monitoring and evaluation reports. Strategies to address the bottle necks were suggested at the end of the analysis that can be adopted to develop a realistic action plan. Three thematic areas were identified for further action to be taken in this regard: Postpartum Family Planning (PPFP), Task-sharing and Social Behaviour Change).The recommendations of the BNA report have been clearly put forward on the basis of which policy briefs need to be developed that guide the policymakers and health experts to come forward with national and sub-national activities that lead to increased uptake of FP in the country. Furthermore, the WHO HQ has recently launched technical guidance on all three thematic areas mentioned above. These global documents need to be disseminated at national level for stakeholders from both public and private sectors to ensure adoption of best practices. Therefore, a series of online webinars will be conducted by the consultant.
Scope of work:
The individual/organization is expected to liaise with the WHO Country Office for development of the analytical policy briefs and organizing the online webinars covering the three global guidelines and BNA report.
S/he / They are expected to undertake the following:
- Review the recommendations and suggested strategies for addressing the issues & challenges in the BNA report.
- Undertake analytical exercise for each thematic area using available global, regional and country evidence to formulate policy recommendations based on BNA report.
- Ensure national and sub-national (4 provinces and 3 areas) perspectives in each of the three thematic policy briefs.
- Seek stakeholder (including government, partners and WHO team) feedback on draft policy briefs and incorporate the same to finalize.
- Share the finalized approved policy briefs for dissemination (hard and soft copies).
- Plan series of online webinars for dissemination of the WHO global guidance on three thematic areas and the BNA exercise.
- Coordinate with speakers, moderators and in-country experts for joining the webinars.
- Ensure participation of relevant stakeholders from all provinces and areas plus international participation in the webinars.
- Document the proceedings of webinars in the form of a report.

Qualifications and Expertise:
Qualifications required:
Individual /organization: PhD/Master's degree in medicine/nursing/midwifery or Public Health or medical education.
Demonstrable knowledge of medical/nursing practices in reproductive and maternal health.
Experience required:
At least ten years' work experience in reproductive and maternal health
Excellent interpersonal, oral communication, writing and documentation skills
Ability to meet tight deadlines and to work effectively under pressure
Computer skills
Language requirements
Fluent in English (reading, speaking and writing)
Place of assignment
The selected candidate will be based in Islamabad.
