The National Incubation Center Lahore (NIC Lahore) is a leading platform under the Ministry of Information Technology & Telecom (MoITT) and Ignite National Technology Fund, dedicated to fostering entrepreneurship, innovation, and digital transformation in Pakistan. NIC Lahore empowers startups through mentorship, funding access, research support, and a collaborative innovation ecosystem that bridges academia, industry, and government.

Position Overview

The Project Director will lead the overall strategy, operations, and performance of NIC Lahore. The ideal candidate will be a visionary leader with strong management, innovation ecosystem, and stakeholder engagement experience. This role requires strategic oversight, operational excellence, and a passion for driving Pakistan's entrepreneurial and innovation agenda.

Key Responsibilities

Strategic Leadership

• Develop and implement the strategic vision and roadmap for NIC Lahore in line with Ignite and MoITT's national innovation goals.
• Lead initiatives that enhance Pakistan's startup and innovation ecosystem.
• Identify and pursue opportunities for program expansion, partnerships, and sustainability.
• Operational & Project Management
• Oversee all operational, financial, and administrative aspects of NIC Lahore.
• Ensure effective planning, execution, monitoring, and evaluation of incubation programs and innovation projects.
• Develop and manage budgets, financial reports, and performance indicators in compliance with project requirements.
• Ensure efficient utilization of resources, staff, and facilities.

Stakeholder Engagement & Partnerships

• Build and maintain strong relationships with government bodies, investors, academia, corporates, and development partners.
• Represent NIC Lahore in national and international forums, conferences, and collaborations.
• Coordinate with Ignite and MoITT for regular updates, reporting, and compliance.

Team Leadership & Culture

• Lead, mentor, and develop a multidisciplinary team of professionals.
• Foster a culture of innovation, accountability, and performance excellence.
• Encourage knowledge sharing, creativity, and collaboration within the NIC community.

Startup & Ecosystem Development

• Supervise incubation, acceleration, and mentorship programs to support startups' growth.
• Facilitate access to investors, corporate partners, and market opportunities.
• Promote diversity, inclusion, and social impact through entrepreneurship.

Monitoring & Reporting

• Oversee periodic performance reports, KPIs, and compliance documentation.
• Ensure timely submission of reports and deliverables to funding and governing bodies.
• Maintain transparency, governance, and accountability across all NIC Lahore operations.

Qualifications & Experience

Education

• BS (or higher) in Business Administration, Engineering, Computer Science, Innovation Management, Public Policy, or a related field from an HEC-recognized institution.
• Additional certifications in Project Management (PMP/PMI) or Innovation/Entrepreneurship will be an advantage.

Experience

• Minimum 02 years of progressive experience in project management, innovation ecosystem development, or entrepreneurship leadership.
• Proven experience managing large-scale projects, preferably in public-private partnerships, incubation centers, or technology parks.
• Strong track record of stakeholder management and partnership development at senior levels.
• Prior experience in startup incubation, venture funding, or innovation policy is highly desirable.
