Responsibilities:

JOB SUMMARY

The purpose of this position is to supervise the preparation of the annual capital budget in accordance with SSGC's rules and regulations. The role involves planning, providing comprehensive analysis and reporting on all capital projects, reporting financial information to senior management, and maintaining capital expenditure policies and procedures. The individual will facilitate the user department in responding to complaints/queries received through the Prime Minister Delivery Unit dashboard related to the Accounts Department.

JOB RESPONSIBILITIES

  • Develop, manage, and set up all capital projects of SSGC within the Oracle General Ledger module.
  • Work with respective user departments/budget owners across the organization to monitor and assist in recording any revisions in expenditures throughout the year.
  • Ensure compliance with capital expenditure policies, and propose improvements regarding expense guidelines, cost savings, cost allocation, and annual planning.
  • Review data related to capital expenditure transactions to determine appropriate procedures for budgeting and accounting.
  • Compare actual results to budgeted results at each reporting period and report significant variances.
  • Review variance analysis reports of actuals against the annual budget plan, including budgetary and variance analysis for capital expenditures and GLs.
  • Maintain liaison with SSGC departments to ensure financial continuity, accuracy, and adherence to key processes for capital and operational costs, revenue budgeting, accounting, reporting, and compliance.
  • Review proposed budget submissions from department managers for accuracy and completeness, and clarify or adjust as needed.
  • Arrange funds from appropriate sources according to policy guidelines and advise department managers on their capital budget submissions.
  • Review transactions, reports, and reconciliations; resolve issues related to capital and project accounts.
  • Analyze and report departmental/office capital budgets and expenditures, including variances.
  • Present consolidated capital and revenue budgets for management review and coordinate approvals.
  • Participate in preparing Capital and Revenue Budget (MIS) at SBU and company levels.
  • Compile MIS reports of physical targets, transmission, and distribution networks for management review.
  • Prepare complex budgetary and financial analyses and recommend actions for smooth operations.
  • Supervise handling of complaints received from the PMDU dashboard related to accounts/finance.
  • Coordinate with the Regulatory Affairs Department for the preparation of the company's Capital Budget for submission to OGRA.
  • Ensure compliance with the Enterprise Risk Management Framework and the company's Principles and Ethics Policy / Code of Conduct.
  • Undertake any other tasks assigned by the supervisor.
