Reports to: CEO/COO

Education: Master's degree in Social Sciences, Economics, Education, Public Policy, or a related field from a recognized institution.

Experience: 8-10 years of progressive experience in planning, delivering, and managing large-scale educational projects in Pakistan, preferably in the education or development sector.

Experienced in overseeing projects from initiation to completion, with comprehensive knowledge of project life cycles. Proficient in full-cycle project management, procurement of services and materials, evaluation, reporting, team building, and financial management. Demonstrated expertise in managing large teams, quality assurance, stakeholder management, and leveraging technology for efficient project delivery.

Position Summary

The Provincial Head Sindh will provide visionary leadership and operational oversight for all of ITA's work in the province. This senior-level position involves managing strategic implementation, strengthening partnerships, and driving impact across multiple programs particularly those focused on foundational learning, girls' education, and system-wide reform. The role demands strong internal coordination, external representation, and the ability to lead multi-stakeholder collaborations.

Key Responsibilities

Program Leadership & Strategy

• Lead the planning, execution, monitoring, and evaluation of ITA's education programs across Sindh.
• Spearhead operations at the Karachi and regional offices in Sindh.
• Lead the strategic implementation, advocacy, and scaling of high-impact education programs, including the Accelerating Girls' Education in Secondary Schools in Sindh (AGEiSSS) and the Scaling Through Mainstream Systems Approach initiative and also other programs of Pakistan Learning Festival
• Oversee research-based and contextually grounded interventions to improve foundational learning and reduce dropout rates.
  
  

Stakeholder Engagement & Representation

• Conduct and apply extensive research on global best practices in education—drawing from successful models in Africa, South Asia, and other developing regions—to inform and strengthen program design, implementation, and policy advocacy in Sindh.
• Represent ITA at key provincial platforms including Disaster Risk Reduction (DRR), Education Sector Working Group (ESWG), ECCE and FLN Working Group, Children Parliamentarians and Local Education Group (LEG) meetings.
• Maintain and strengthen partnerships with government departments (e.g., SELD, DCAR, SEF), CSOs, donors, academic institutions, and global education networks through LoUs, policy alignment, and joint advocacy campaigns.
• Identify and pursue new partnership opportunities with government and non-government stakeholders to enhance the scope and sustainability of ITA's work.
  
  

Internal & External Coordination

• Ensure strong internal coordination with program, research, communications, and MEL teams across Pakistan.
• Provide direction and support to project team to adhere all quality standards during the project planning and implementation.
• Collaborate closely with administrative and finance teams at regional, provincial, and head office levels to ensure smooth and compliant operations.
  
  

Resource Mobilization & Reporting

• Lead and contribute to proposal writing, concept notes, and donor engagement materials.
• Ensure timely and high-quality donor reports, documentation, and knowledge products from the province.
  
  

Compliance with Safeguarding Policies

• Ensure full compliance with ITA's and British Council's codes of conduct, safeguarding policies, and ethical standards, including Prevention of Sexual Exploitation and Abuse (PSEA) policies.
  
  

Skills & Competencies:

• In-depth understanding of the education ecosystem, gender and equity issues, and policy landscape in Sindh.
• Strong leadership, team management, and inter-agency collaboration skills.
• Excellent written and verbal communication in English and Urdu; proficiency in Sindhi is highly desirable.
• High-level proposal writing, reporting, and problem-solving capabilities.
• Willingness to travel extensively within Sindh and across Pakistan.
