Manager, WASH

Job Summary

The primary function of this role is to implement WASH activities in coordination with the supervisor and the WASH team, following the WASH strategy. This includes conducting assessments, planning, designing, implementing, supervising, expanding, and administrating technical interventions.

The role involves developing concept papers and proposals for interventions, providing data in collaboration with the team, and ensuring capacity building of WASH national staff and stakeholders.

The individual will cultivate internal and external networks with stakeholders and donors, ensure effective project monitoring, conduct regular reviews, prepare donor reports, capture learnings, close projects, and implement exit plans.

Main Tasks And Responsibilities

Assessment

• Conduct rapid needs assessments and analyze the findings.
• Translate identified needs into activity plans and budgets.
• Assess in-country resources and capacities (human, material, financial) for WASH program rollout as per objectives.

Program Design and Implementation

• Deliver the WASH program in phased, prioritized manner with full consultation and coordination with staff and other agencies.
• Implement the aims and objectives of the WASH response program aligned with WASH strategy.
• Develop concept papers, proposals, and budgets.
• Design and implement water systems, including source selection, storage, treatment, and distribution, for new and rehabilitated systems.
• Design and implement sanitation systems, considering local conditions, customs, and norms.
• Develop and deliver hygiene promotion programs suitable for the local context.
• Ensure infection prevention and control activities, including supervision and training.
• Work with HR for hiring and capacity building of the national WASH team.
• Ensure WASH program design considers health, gender, protection, operation, maintenance, and sustainability.
• Secure funding through external donors and support implementation.
• Adhere to Sphere standards throughout the program cycle and document accordingly.
• Incorporate gender and protection considerations, promoting women's decision-making in WASH challenges.
• Link WASH activities with health, nutrition, gender, child protection, and MHPSS sectors.
• Implement supervisory, monitoring, and evaluation systems for WASH interventions.

Information and Coordination

• Provide regular updates on WASH progress, priorities, and challenges.
• Represent the organization in governmental and non-governmental groups and in WASH and Cluster activities.

Minimum Qualifications

• Bachelor's degree in water and sanitation engineering, civil engineering, or relevant WASH specialization.
• At least three years of experience in designing and implementing water and sanitation systems in IDP, refugee, and migrant contexts, including two years in humanitarian settings.
• Experience managing national WASH programs in complex humanitarian settings, including emergency responses.
• Experience in emergency and early recovery phases, including assessments and water supply and hygiene interventions.
• Ability to analyze complex problems and suggest impactful solutions.
• Understanding of the WASH sector's hardware and software components.
• Effective communication skills, both written and verbal, in English.
• Knowledge of linking WASH activities with other humanitarian sectors and understanding gender-related challenges.
