Job Summary

The primary function of this role is to deliver the implementation of WASH activities under the guidance of the supervisor. This includes conducting assessments, planning, designing (preparing BoQ, specifications, drawings), implementing, supervising, expanding, managing financial and material resources, and administering technical interventions within the WASH and infrastructure program.

The role also involves developing concept papers and proposals for interventions, providing data in cooperation with the team, and supporting capacity building of national staff and stakeholders in WASH-related program implementation.

The individual is responsible for planning and executing WASH projects, fostering networks with stakeholders and donors, ensuring project monitoring, reviews, donor reporting, capturing learnings, and supporting project closure and exit strategies.

Main Tasks and Responsibilities

To perform this role successfully, the individual must operate effectively under limited or basic living conditions. The duties listed are representative of the work but not exhaustive.

Assessment
  • Conduct rapid needs assessments and analysis with the team.
  • Support the transition from needs identified to activity plans and budgets.
  • Design and implement programs in line with WASH strategy.
  • Develop concept papers, proposals, and budgets for WASH activities.
  • Design and implement water systems, including source selection, layout, BoQ, drawings, equipment, and distribution systems, for various contexts such as communities, health facilities, camps, and schools.
  • Design and implement sanitation systems, considering local conditions, customs, and norms.
  • Prepare hardware components for infection prevention and control activities, including supervision and training.
  • Manage procurement processes and follow up on the use of materials and supplies.
  • Ensure adherence to SPHERE standards throughout the project cycle.
  • Work with HR for hiring and capacity building of national WASH staff.
  • Conduct training on water quality, plumbing, and data management.
  • Prepare progress reports, internal reports, and MEAL reports.
  • Ensure gender and protection considerations are integrated into the project.
  • Link WASH activities with health, nutrition, gender, child protection, and MHPSS sectors.
  • Implement monitoring and evaluation systems for WASH interventions.
Information and Coordination
  • Provide regular updates on WASH progress, priorities, and challenges.
  • Participate in project meetings and represent the organization in relevant groups.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bachelor's degree in water and sanitation engineering, civil engineering, or relevant WASH specialization.
  • Minimum of three years' experience in designing and implementing water and sanitation systems in humanitarian contexts, including two years in emergency settings.
  • Experience supervising contractors and engaging with international staff, partners, and donors.
  • Field experience in managing national WASH programs in complex humanitarian settings.
  • Knowledge of emergency response and early recovery phases related to water and sanitation.
  • Strong analytical skills and sector knowledge.
  • Proficiency in Windows and engineering software such as AutoCAD, Epnaet, WaterCAD, and GPS.
  • Excellent communication skills in English, both written and verbal.
  • Ability to work collaboratively across departments and with external stakeholders.
