1. PURPOSE OF THE JOB:
To provide leadership and support in human resource issues to ensure the implementation of the organization's strategy and operational plans.

2. POSITION IN ORGANIZATION:
The Human Resources Manager will report directly to the Chief Executive.

3. SCOPE OF JOB:

  1. Develop a strategic approach to human resource development and management to ensure the effective implementation of the organization's strategy and operational plans.
  2. Develop appropriate human resource policies and standards in line with applicable laws, rules and legislation to ensure effective, fair and equitable management of staff throughout the organisation.
  3. Ensure that HR issues are given full consideration in all decision making.
  4. Uphold the Islamic values and principles within the human resources policies and lead by example.
  5. Integrate the organization's cornerstones into the human resources policies and practice where appropriate.
  6. Ensure that managers and staff are aware of the policies and procedures and able to operate them effectively.
  7. Provide support to managers on HR and organisation development issues.
  8. Develop and implement a process of induction for staff, volunteers and trustees.
  9. Develop, implement and manage a system of performance appraisal.
  10. Manage the annual training and development plan and budget and ensure that all individual training plans are followed up.
  11. Ensure that salaries and benefits are regularly reviewed and are in line with the market trends.
  12. Provide support and advice as appropriate in disciplinary, grievance and other such matters.
  13. Oversee the implementation of HR systems and record keeping and ensure follow up where necessary.
Job Specification

PERSONAL ATTRIBUTES
The successful candidate will be committed to delivering the organization's mission and vision of developing a state of the art tertiary care center accessible to the public free of charge. He/she will have a visionary, directional and coaching style of leadership and be committed to upholding Islamic values in every aspect of his/her work. The successful candidate will have an energetic and enthusiastic approach to work and will possess the ability to manage pressure.

EDUCATION / QUALIFICATION:
Essential: A Masters degree.
Preferable: MBA from a renowned institution.

EXPERIENCE:
Essential: Relevant experience of working in human resources, including policy and procedure development, performance management, management and staff development. Up to date knowledge of Pakistan's employment legislation.
Preferable: Experience of working in a large hospital with similar responsibilities.

SKILLS / ABILITIES:
Proven ability to work in a teamworking style in complex, interdependent organisation. Ability to work on own initiative and be the only person with specialist knowledge in the organisation. Good at developing relationships (including distant and cross culture relationships). Able to persuade and negotiate with people to ensure that standards are met. Ability to think strategically and to ensure that HR issues are addressed in the strategy and operational plans. Flexible – able to work strategically and at a hands on level. IT literate.
