The Finance & Admin Officer will be responsible at the district level for maintaining the organization's financial integrity, overseeing all financial project management, general office services, preparing financial reports in accordance with Government of Pakistan regulations, organizational policies, and British Council requirements throughout the project duration.

ROLES AND RESPONSIBILITIES

Manage the accounting, finance, and administrative components of the programme, including petty cash funds and field office finance, accounting, and administrative activities.

  1. Establish programme financial management systems, procedures, and controls to ensure consistency with organizational standard operating procedures and donor policies.
  2. Coordinate quarterly requests for funds to ensure the programme has necessary funds for operations, and oversee programme tendering and procurement activities in the district.
  3. Advise the programme team on financial health through regular and timely financial expenditure reports.
  4. Prepare & review all types of vouchers (disbursement, receipts, general journal vouchers) for expenditures, ensuring expenses are reasonable, allowable, and allocable to the project.
  5. Maintain financial controls and procedures for fund management and sub awards/contracts.
  6. Prepare budgets, projections, analysis, and reports for review by the DSP Finance Manager and Aawaz II Programme Manager for donor submission.
  7. Manage financial files and support annual audits.
  8. Coordinate financial and contractual requirements.
  9. Attend safeguarding training sessions and adhere to safeguarding principles. Ensure staff sign the safeguarding code of conduct.
  10. Perform other duties as assigned by the Aawaz II Project Coordinator.

The role requires a Bachelor's or Master's degree in accounting, finance, or a related field, with a minimum of 5 years of progressive accounting and administrative management experience on international donor-funded development projects. Experience in coordinating financial and operational contract management in donor-funded projects is preferred.

Skills/Knowledge
  • Strong management, communication, and negotiation skills, with the ability to collect and analyze data.
  • Experience with financial and accounting systems preferred.
  • Knowledge of FCDO regulations, policies, and procedures, or those of an equivalent complex international government funding organization, is preferred.
  • Effective interpersonal skills, creative problem-solving, conflict management skills, and excellent written and oral communication skills.
  • Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis tools.
