Qualifications and Experience:

• Candidate should possess Bachelor's degree in Engineering preferably with MBA having at least 15 years' experience of direct procurement, mechanical maintenance, process, imports in oil and gas industry, refinery, pipeline, LPG, fertilizers and chemicals.
• The candidate must have experience of managing warehouses, supplier contracts, inventory, and stock levels.
• Should have experience working with stakeholders across departments.
• The candidate must have command over contract management, strategic sourcing and procurement and have excellent negotiation, interpersonal, analytical, decision making, problem solving, communication, and leadership skills.
• Proficiency in use of Materials Management software, preferably SAP MM module is mandatory.
• The candidate should be fully conversant with supply chain best practices and should have knowledge of Pakistan Customs Tariff, HS Codes, SROs and CGOs, GOP Directives, etc. Knowledge of import tariffs, customs procedures, shipping and freight forwarding will be an essential requirement.

Responsibilities:

• Manage refinery Supply Chain functions including local and foreign procurement, contracting, warehousing, inventory management, logistics, shipping, customs clearance, etc.
• Responsible for setting up performance targets / objectives, ensure compliance and introduce new ideas / technologies.
• Manage Refinery Supply Chain Scorecard targets achievements.
• Develop short & long-term plans, prepare and present revenue, inventory & capital budgets for management approval considering critical factors like price trends and lead time etc.
• Manage vendors, strategic sourcing, supplier relationship including communication, pre-qualification, database, performance evaluation, vendor satisfaction and conflict. Also responsible for standardization of the terms & conditions of purchase / contracts documents.
• Ensure safe handling, storage, preservation of materials and batch management of shelf life-based items.
• Responsible for policy / procedure compliance; check and approve purchase requisitions, service requisitions, purchase orders, service orders and execute contract agreements.
• Interact with all internal and external stakeholders including all relevant government departments, local & foreign vendors, shipping companies and freight forwarders etc. Obtain NOC from respective Authorities for various chemicals used in Refinery.
• Carry-out negotiations on commercial matters with vendors and contractors in the light of directives from Competent Authority.
• Provide inputs for revision of Procurement Policy, Manual and Procedures to Management for approval.
• Identify potential risks to the company and take control measures against these exposures including commercial, financial and legal aspects.
• Set up performance targets / objectives and ensure compliance and introduce new ideas / technologies.
• Identify items for indigenization from local market in coordination with end user(s)
• Develop systems to provide training and guidance for the staff to grow to their full potential.
• Demonstrate leadership and commitment with respect to HSEQ.
