The company owns and operates Pakistan's most modern refinery, a vast pipeline network, strategic storage facilities, and marketing operations.

Key Responsibilities:

• Manage refinery supply chain functions, including local and foreign procurement, contracting, warehousing, inventory management, logistics, shipping, customs clearance, etc.
• Develop short- and long-term plans, prepare and present revenue, inventory, and capital budgets for management approval.
• Manage vendors, strategic sourcing, supplier relationships, including communication, pre-qualification, database performance evaluation, vendor satisfaction, and conflict resolution.
• Ensure safe handling, storage, preservation of materials, and batch management of shelf life-based items.
• Interact with all internal and external stakeholders, including government departments, local and foreign vendors, shipping companies, and freight forwarders.
• Negotiate commercial matters with vendors and contractors in line with directives from Competent Authority.
• Provide inputs for revision of Procurement Policy, Manual, and Procedures to Management for approval.
• Identify potential risks to the company and implement control measures against these exposures.
• Set up performance targets and ensure compliance, introducing new ideas and technologies as necessary.

Requirements:

• Bachelor's degree in Engineering (preferably with an MBA) with at least 15 years' experience in direct procurement, mechanical maintenance, process, imports in the oil and gas industry, refinery, pipeline, LPG, fertilizers, and chemicals.
• Experience managing warehouses, supplier contracts, inventory, and stock levels.
• Ability to work with stakeholders across departments.
• Strong contract management, strategic sourcing, and procurement skills, along with excellent negotiation, interpersonal, analytical, decision-making, problem-solving, communication, and leadership skills.
• Proficiency in using Materials Management software, preferably SAP MM module.
• Familiarity with supply chain best practices and knowledge of Pakistan Customs Tariff, HS Codes, SROs, and CGOs, GOP Directives, etc.
