PMAC Project Manager

This is a short-term position to provide maternity cover.

Ipas is an international non-governmental organization (INGO) working to assist the Government of Pakistan in achieving Sustainable Development Goal 3 (good health and wellbeing). Founded in 1973, Ipas has developed manual vacuum aspirator technology for safe uterine evacuation, endorsed by WHO and various countries including Pakistan. In Pakistan, Ipas aims to support efforts to reduce maternal mortality and morbidity due to unsafe practices, collaborating with provincial governments to strengthen healthcare systems.

Ipas Pakistan seeks a seasoned Project Manager with a successful track record in project management within reproductive health and family planning. The ideal candidate will be passionate about Ipas' mission, capable of leading project execution, managing budgets, reporting, and stakeholder engagement. Success depends on attention to detail, initiative, proactive risk management, troubleshooting, and strong communication skills. The role involves leading the Post Medical Abortion Contraception (PMAC) research project.

1. Project Delivery
2. Update and lead project implementation plan; monitor progress regularly
3. Coordinate with internal teams to ensure quality, timely, and within-budget execution of activities
4. Lead partner management and support in executing project deliverables as per agreements
5. Ensure all project deliverables are met on time, within scope, and budget
6. Manage third-party consultants for timely delivery and compliance
7. Conduct field visits to assess interventions at various levels
8. Supervise research and project teams, managing staff and activities
9. Review qualitative data for coding and thematic analysis
10. Ensure proper storage and organization of data, maintaining confidentiality
11. Prepare summaries and reports based on analysis
12. Organize Technical Advisory Group meetings and document outcomes
13. Oversee technical team and support supervision planning
14. Identify and address potential risks proactively
15. Coordinate with stakeholders for advocacy and interventions
16. Work with RM&E team to incorporate field learnings
17. Represent project successes and lessons in external forums
18. Monitor budget vs. expenditure and address issues
19. Ensure compliance with financial and procurement policies
20. Review financial reports from partners and consultants
21. Quality Assurance: ensure adherence to care standards and research protocols
22. Conduct field visits and spot checks for real-time support
23. Document observations and recommend improvements
24. Ensure timely data collection and documentation uploads
25. Promote innovation and learning
26. Facilitate project review and course correction
27. Coordinate with RME team for project evaluation
28. Review project documentation for quality
29. Reporting and Documentation: maintain records and prepare reports
30. Coordinate with finance for compliance
31. Travel approximately 25% as required
32. Perform other duties as assigned by supervisor and CD

• Bachelor's degree in medicine, public health, pharmacy, social sciences, development studies, or project management

• Masters or postgraduate qualification in a related field
• Professional training in Family Planning and PAC standards
• Diploma or certification in Project Management (e.g., Prince2, PMI) is desirable

• At least 8 years of project management or implementation experience
• Strong management experience in donor-funded initiatives
• Experience in SRH/FP and grant management
• Experience managing SRH/FP research projects preferred
• Proficiency in project management tools
• Excellent data analysis and management skills
• Strong report writing and presentation skills
• Budget monitoring experience
• Ability to work in partnership with organizations

• Experience in programs addressing FP service gaps at pharmacy/private provider level
• Subject-matter expertise in SRH/FP/PAC
• Understanding of the Pakistani healthcare system and contacts in maternal health sector
• Experience leading FP research projects in public/private sectors
• Facilitation skills
• Knowledge of FP standards and High Impact Practices
• Experience in developing and tracking log frame results
