The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, to be implemented by the National Database and Registration Authority (NADRA).
The consulting services ("the Services") include providing professional expertise as a Legal Officer Digital ID Specialist at a monthly lump sum remuneration. NADRA, as the Project Implementing Unit (PIU), intends to hire a Legal Officer Digital ID Specialist to assist in project management. The consultant will provide expert services with the highest standards of integrity and ethics. The initial contract will be for one year, with possible extensions based on performance and project needs.

Eligible candidates are invited to indicate their interest in providing the Services as a Digital ID Specialist. Interested candidates should demonstrate their qualifications and relevant experience. The criteria include:
- Master of Laws (LLM), preferably in commercial, corporate, electronic data laws from a HEC-recognized university. Foreign degrees require HEC equivalence.
- At least 5 years of relevant experience, including a minimum of 3 years as a legal officer/advisor for international projects, preferably World Bank-funded projects.
- Strong knowledge of digital ID laws, data protection, intellectual property laws, PPP legal frameworks, World Bank regulations, and GoP requirements.
- Experience in framing and amending rules and regulations for international projects.
- Excellent legal research and interpretation skills.
Candidates must present original documents at the interview. Providing false information will lead to disqualification.
Candidates should be aware of the World Bank's conflict of interest policies as outlined in its procurement regulations.
Selection will be through the Open Competitive Selection of Individual Consultants method, as per procurement regulations.
