Under the supervision of Project Coordinator, the community mobilizer will be supposed to perform the following key tasks:

  • Introduce Organization and its legal aid services project to the marginalized and vulnerable Afghan refugees' communities within Islamabad, Rawalpindi.
  • Facilitate and conduct community awareness-raising sessions on various subjects including human rights, refugees' rights, donor & organization services, and international protection in the project area.
  • Identify community needs, concerns, and priorities through participatory methods.
  • Build trust and develop linkages & synergies with refugee community leaders, influencers, and representatives.
  • Organize and facilitate community meetings, workshops, and awareness-raising sessions.
  • Mobilize & facilitate the formation of community-based volunteers' groups.
  • Promote social inclusion and peaceful coexistence between refugees and host communities.
  • Liaise with government agencies, NGOs, and other stakeholders to ensure access to services for refugees and asylum seekers.
  • Collect and document feedback from communities to inform program development and implementation.
  • Maintain accurate records of community mobilization activities/trainings.
  • Participate in regular training and capacity-building opportunities.
  • Coordinate and conduct meetings with refugees' communities and their elders.
  • Maintain good relations with communities, notables, and local contact persons to involve them in program activities and seek their support wherever required.
  • Mobilize/sensitize refugees' communities towards program activities.
  • Develop a profile of the area and assist/support lawyers and the paralegal team in conducting assessments at the field for developing social mapping and risk assessment.
  • Undertake field visits and surveys for the effective implementation of project activities in the field.
  • Submit weekly and monthly reports to the supervisor.

Perform other related duties as required.

Requirements

EDUCATION

Bachelor or Master degree in anthropology, sociology, social work, law, development studies, or gender studies.

EXPERIENCE

Three years of community mobilization experience is required, while working experience with displaced Afghan nationals will be preferred.

KEY SKILLS REQUIRED

  • Legal Knowledge and Expertise: A thorough understanding of international refugee law, including the 1951 Refugee Convention and its 1967 Protocol.
  • Knowledge of human rights laws and their applications in refugee protection.
  • Experience and knowledge of community mobilization.
  • Communication Skills: Effective verbal and written communication abilities to clearly convey legal information, project goals, and updates to displaced Afghan nationals, team members, and stakeholders.
  • Cultural Sensitivity: Deep understanding and respect for the cultural and social dynamics of Afghan nationals to build trust and rapport within the community.
  • Advocacy and Negotiation: Strong advocacy skills to represent and support the legal rights of refugees, along with the ability to negotiate effectively with local authorities and other entities.
  • Organizational Skills: Ability to manage multiple tasks, coordinate activities, and ensure timely and efficient implementation of project initiatives.
  • Problem-Solving Skills: Aptitude for identifying challenges faced by displaced Afghan nationals and developing practical, resourceful solutions to address legal issues and other obstacles.
  • Networking and Collaboration: Competence in building and maintaining relationships with various stakeholders, including NGOs, government agencies, and community groups, to enhance support systems and resources for refugees.
  • Good oral and written skills in English, Urdu, and Pashto will be desirable.
