About the Project:

Adam Smith International (ASI) is recruiting a Chief of Party (COP) for the anticipated five-year USAID Roshan Shuroaat/Foundational Learning Activity in Pakistan. The purpose of the Activity is to enhance student learning outcomes in reading and math and to prevent school dropout by enabling teachers, head teachers, and local education administrators to improve the quality of education.

Job Summary:

The Chief of Party (COP) will lead the project award in Pakistan, overseeing all aspects of project implementation, management, and coordination. The COP will be responsible for ensuring the project meets its objectives, delivers high-quality results, and adheres to USAID regulations and standards.

Please note that this position is contingent upon receiving the award.

Key Responsibilities:

  • Provide overall leadership, strategic direction, and management of the project. Ensure effective and efficient implementation of project activities. Provide technical leadership to subject matter experts covering areas of expertise across foundational learning, improving student learning outcomes and preventing dropouts, supporting teachers, working with local education administrators.

  • Oversee the planning, implementation, and monitoring of project activities. Ensure alignment with USAID requirements, goals, and objectives.

  • Build and maintain strong relationships with USAID, government counterparts, private sector partners, and other stakeholders in project countries. Represent the project at meetings, conferences, and other events.

  • Oversee the project's financial management, including budgeting, forecasting, and financial reporting. Ensure compliance with USAID financial regulations and policies.

  • Lead and manage a diverse team of project staff. Foster a positive and collaborative work environment.

  • Ensure robust monitoring and evaluation systems are in place to track project progress and impact. Use data to inform decision-making and improve project performance.

  • Prepare and submit high-quality reports to USAID and other stakeholders. Ensure timely and accurate reporting of project activities and outcomes.

  • Identify and mitigate risks to project implementation. Develop and implement contingency plans as needed.

Qualifications:

  • Advanced degree in education, international development, public administration or a related field. Education may be substituted for experience.

  • Minimum of twelve years of experience in international development, with at least eight years in a senior management role. Experience with USAID-funded projects is required.

  • Strong leadership, management, and interpersonal skills. Excellent communication and negotiation skills. Proven ability to build and maintain relationships with diverse stakeholders.

  • In-depth understanding of the education sector in Pakistan. Familiarity with USAID regulations and compliance requirements.

  • Five years of professional experience in Pakistan and demonstrated ability to build relationships with key stakeholders such as government counterparts, civil society, private sector.

  • Proficiency in English is required. Knowledge of local languages is an asset.

  • Must be able to work throughout Pakistan and travel as needed.
