Main activities will be implemented mainly for GIZ Country Office Afghanistan:

  • Ensuring the implementation of inclusive policies and procedures in the assigned area of responsibility to avoid systematic biases or discrimination.
  • Actively engage in ongoing self-reflection and continue to advance knowledge and skills related to diversity, equity, and inclusion.
  • Managing bilingual official correspondences, communication, and contracts drafting in English and Arabic.
  • Coordinating with responsible staff for accurate calculation of funds allocated for gender and diversity aspects, monitoring their effective utilization, and making adjustments when required.
  • Monitoring income, expenditure, and conducting monthly bank reconciliations.
  • Managing the processing of letters of credit and monitoring real accounts (payables, receivables).
  • Implementing effective financial processes, procedures, and systems, including quality checks.
  • Handling queries promptly and competently, ensuring clear communication of requirements, conditions, and restrictions.
  • Ensuring smooth internal and external communication and coordination.
  • Filing documents according to GIZ's filing rules, both in physical and digital formats, related to financial planning, monitoring, and accounting.
  • Ensuring financial administration functions align with GIZ standards.
  • Coordinating with the finance team or the Commercial Affairs Department at GIZ Head Office.
  • Monitoring income, expenditure, and bank reconciliations regularly.
  • Managing the processing of letters of credit, identifying constraints to fund flow, and recommending solutions.
  • Maintaining close cooperation with Afghan and UAE banks, managing bank relationships.
  • Managing non-resident accounts remotely.
  • Preparing monthly and annual budgets, monitoring deviations, and preparing cash flow forecasts.
  • Monitoring fund utilization and investing surplus funds timely to meet FIMO requirements.
  • Performing accounting tasks using WINPACCS software, including end-of-period accounts and bank reconciliations.
  • Submitting financial reports and vouchers to relevant officers and forwarding them to GIZ Head Office.
  • Conducting expenditure analysis and budget monitoring periodically.
  • Assisting with fund transfers to projects.
  • Checking vouchers and receipts for accuracy and completeness, making corrections as necessary.
  • Advising on financial aspects of project implementation.
  • Performing internal controls in accordance with GIZ's manual.
  • Handling document photocopying and scanning as needed.
  • Performing other duties as requested by management.
Requirements
  • BA degree, preferably in accounting and/or auditing, or comparable working experience in treasury and finance functions.
  • At least 5 years of professional experience in a similar position.
