Job Title: Quality Assurance Expert
We are seeking a highly skilled Quality Assurance Expert to ensure the smooth execution of survey studies for stakeholder perception of trade facilitation, anti-smuggling, and taxpayer facilitation. This role is critical in delivering reliable, actionable feedback to enhance trade and tax facilitation measures.
Key Responsibilities:
  1. Collaborate with stakeholders to refine survey tools through pilot testing and enforce data privacy and ethical standards.
  2. Monitor fieldwork to prevent fraud, resolve logistical hurdles, and clean raw data by removing duplicates and inconsistencies.
  3. Cross-check survey results with operational data, validate findings through focus groups, and mitigate biases.
  4. Translate technical insights into policy recommendations and support stakeholder workshops to drive meaningful reforms.

Requirements:
  • A Master's or PhD in Economics, Statistics, Public Policy, Taxation, Customs/Trade, Business Administration, or any related field.
  • Specialisation in survey methodology, data analysis, or Monitoring & Evaluation (M&E) is essential.
  • Proven expertise in taxation, customs, trade facilitation, or anti-smuggling.
  • A minimum of 10 years' work experience in government agencies and 5 years of experience in international development projects.
  • A strong track record in quality assurance (QA) for data collection and analysis.
  • Familiarity with digital survey platforms.
  • Knowledge of sampling techniques, questionnaire design, and data validation.
  • Excellent report-writing and presentation skills.
  • Ability to train teams, troubleshoot fieldwork issues, and ensure ethical compliance.
  • Besides English, fluency in regional languages will be preferred.
  • Prior work in Pakistan's tax/customs reforms is an advantage.
