Roles Summary

This is a challenging role that requires expertise in preparing accurate and competitive cost estimates for Civil scope of EPC projects in the Oil & Gas sector, specifically related to the Middle East region.

Cost Estimation

  • Analyze project requirements, specifications, and drawings to determine the scope of work and estimate corresponding resources.
  • Utilize excel-based working to derive cost estimates and prepare priced BOQs and technical submissions.
  • Maintain proficiency in standards estimation tools and software to ensure accuracy and efficiency.
  • Develop techno-commercial proposals meeting client and ITB requirements.
  • Evaluate subcontractor and vendor quotes to determine compliant and competitive costs meeting specification requirements.
  • Identify and address discrepancies in received BOQs and other relevant documents.
  • Propose cost-effective solutions and alternatives to remain competitive meeting ITB and client/project requirements.

Collaboration and Coordination

  • Coordinate with design, procurement, subcontracting, and construction teams to ensure alignment of cost estimates with project plans.
  • Engage with stakeholders, including clients and subcontractors, to discuss and finalize cost-related matters.
  • Provide technical support during client meetings, pre-bid clarifications, and project negotiations.

Key Qualifications

  • Bachelor's degree in Civil Engineering.
  • Minimum of 8-10 years of experience in cost estimation for civil works, preferably in Oil & Gas/petrochemical projects.
  • Proven track record in preparing cost estimates for large-scale projects in the Middle East region.

Technical Skills

  • Proficiency in cost estimation software (e.g., Candy, CostX)
  • Strong knowledge of civil engineering principles, construction methods, material specifications, and sub-contracting.
  • Familiarity with international codes and standards like ACI, ASTM, and BS standards.

Soft Skills

  • Strong analytical and problem-solving skills.
  • Excellent communication and teamwork abilities.
  • Detail-oriented with the ability to handle multiple tasks and meet tight deadlines.

Preferred Qualifications

  • Certification in cost engineering (e.g., CCP, ICEAA).
  • Experience with greenfield and brownfield civil construction projects.
  • Familiarity with Building Information Modeling (BIM) and 3D quantity take-off tools.
