Job Title: Tobacco Control SpecialistJob Summary:

The Ministry of Health is seeking a highly skilled Tobacco Control Specialist to provide technical support for effective law implementation and enforcement.

This is an exciting opportunity for a motivated professional to join our team and contribute to reducing the impact of tobacco on public health.

Key Responsibilities:
  • Develop National Strategy: Create a comprehensive national strategy and associated action plan for tobacco control law enforcement, including regulations and orders.
  • Advise and Participate: Advise MoH and partners on policy implementation, participate in consultations, and provide inputs as needed.
  • Enforcement Profiles: Develop policy-relevant enforcement profiles and status reports, and maintain up-to-date information on tobacco control enforcement.
  • Counter Industry Interference: Provide opinion/feedback on counter tobacco industry interference and related litigation affecting implementation of tobacco control policies.
  • Partner Identification: Identify potential partners for supporting and advancing enforcement work.
  • Coordination Systems: Work with national and provincial stakeholders to establish coordination, monitoring, and reporting systems.
  • Stakeholder Network: Build and maintain a stakeholder network through one-to-one meetings and attending events.
  • Capacity Building: Support MoH in identifying training needs and developing a national capacity building program.
  • Training and Capacity Building: Assist in and impart trainings and capacity building programs organized by the government and The Union's partners.
  • Good Practices: Coordinate with The Union's Global team to collate, document, and disseminate good practices related to TC Law implementation and enforcement.
  • Knowledge Base: Develop and manage a knowledge base of technical resources and materials related to tobacco control enforcement.
  • System Building: Provide hands-on support to partners in their efforts to ensure system building at sub-national level according to national and provincial frameworks.
  • Monitoring and Evaluation: Support the monitoring and evaluation of the progress of enforcement and identify gaps that need to be improved.
  • Communication Plans: Support MoH and other partners in development, implementation, and monitoring of communication plans to support better TC Law compliance.
  • Project Planning: Contribute to projects' planning, development, and implementation in alignment with The Union's strategies on TC Law enforcement.
