Finance Management Specialist

Job Description

The position involves managing financial resources to promote sustainable development, ensuring transparency and accountability in financial services. The incumbent will analyze financial rules and regulations, provide solutions to complex financial issues, and promote a client-oriented approach consistent with UNDP rules and regulations.

The Finance Management Specialist works closely with the Operations, Programme, and Project teams to ensure successful financial performance. They will implement operational and financial management strategies, adapt processes and procedures, and monitor financial exception reports for unusual activities and transactions.

The specialist will clear budgets of development projects, manage budgets of management projects, and establish a budget preparation/modification monitoring system. They will also ensure administration of control mechanisms for management projects, organize cost-recovery and DPC mechanisms for services provided by UNDP, and maintain proper control of CO accounts.

The Finance Management Specialist will facilitate knowledge building and knowledge sharing in the CO and provide guidance to all stakeholders on financial matters. They will contribute to the identification of training needs of UNDP staff, organize and conduct training for operations/programme/projects staff on financial management, and synthesize lessons learned and best practices in finance.

Required Skills and Qualifications
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master's) University Degree in Finance and/or Accounting is required.
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
