Job Summary

This position oversees and supervises various aspects of the gas-purchasing process, ensuring timely processing of monthly gas payments and compliance with tax laws related to gas purchase matters.

Key Responsibilities:
  1. Supervise the compilation of gas purchase invoice data, cross-verify working schedules for financial accuracy, and ensure invoice compliance with GSA, OGRA price notifications, and tax laws.
  2. Record LPG/RLNG invoices and liaise with internal departments.
  3. Enter payments into Oracle Financials after resolving invoice issues with suppliers, processing as per Gas Purchase Agreements within due dates to avoid late charges and litigation.
  4. Digitalize M-forms for foreign exchange payments to foreign E&P companies via Bank FX Portal for review and approval.
  5. Negotiate Gas Sales Purchase Agreements (GSPA), providing comments on draft clauses, participating in negotiations, and offering financial feedback.
  6. Review notes and memos for payment releases related to new fields; initiate internal approval processes including legal and management review.
  7. Liaise with Sui Northern Gas Pipelines Ltd to determine the Weighted Average Cost of Gas (WACOG) for uniform gas rates, in accordance with government policies.
  8. Prepare the Late Payment Surcharge (LPS) Schedule, including calculation clauses, surcharge rates, and overdue invoices, with disclosures in the annual report.
  9. Prepare the Cost of Gas Schedule, including various calculations and reconciliations, for financial reporting.
  10. Prepare the Gas Purchase Budget, including volume estimates, price calculations, cash flows, and variance analysis.
  11. Conduct financial risk assessments by monitoring invoice due dates, maintaining invoice status sheets, obtaining legal opinions when necessary, and preparing risk registers.
  12. Provide circular debt information in coordination with the Treasury department.
  13. Liaise with internal and external auditors, the Ministry of Energy, and other departments for gas purchase-related information and documentation.
  14. Submit schedules and reports for senior management review on a monthly, quarterly, and yearly basis.
  15. Liaise with commercial banks regarding foreign remittances to support Treasury.
  16. Compile information for Regulatory Affairs (RA) submissions, including costs and T-Sheets.
  17. Evaluate performance against established metrics and objectives.
