Job Title: Senior Telemedicine Specialist

Description:

We are seeking a Senior Telemedicine Specialist to support the Punjab Health and Population Department in reviewing existing telemedicine models in Pakistan and recommending a design aligned to provincial priorities.

The selected candidate will develop a strategic framework for institutionalising an integrated, equity-focused telemedicine initiative in Punjab, with design recommendations, interoperability requirements, and a conceptual monitoring framework aligned with UHC and PHC reform priorities.

The framework will outline governance roles, integration with Hospital Management Information System (HMIS), and a phased transition to government ownership.

Key Responsibilities:

  • To conduct a comprehensive review of telemedicine platforms, referral pathways, and digital health infrastructure in various regions of Pakistan.
  • To benchmark national and global best practices in telemedicine implementation from comparable Low- and Middle-Income Countries (LMICs).
  • To undertake a nationwide scoping of various telemedicine approaches/projects currently in practice in various parts of Pakistan.
  • To propose a scalable model of telemedicine in Punjab considering infrastructural, regulatory, and human resource needs across the province.
  • To include recommendations to alleviate barriers to equitable access, with a focus on women, marginalized groups, and persons with disabilities.
  • To define performance indicators aligned with NHSP DLI-3 and PHC metrics to inform future implementation.

Requirements:

  • A postgraduate degree in Health Informatics, Public Health, IT, or a relevant field.
  • At least 15 years of overall experience, including experience in digital health and telemedicine systems.
  • Proven expertise in system interoperability and data governance.
