Job Description

The National Programme Specialist will play a crucial role in achieving the successful implementation of the HIV grant in Pakistan and other health-related programs. The position requires strong technical, advisory, and strategic support to ensure effective management, quality services, and oversight of the programs.

Duties and Responsibilities

The National Programme Specialist will be responsible for providing technical assistance to assess the programmatic impact and substantive monitoring of programme delivery. They will also lead reviews with national and implementing partners to identify underperformance, bottlenecks, and ensure accountability for timely implementation of corrective actions.

In coordination with the Project Manager, the National Programme Specialist will contribute to performing risk assessments, developing and implementing risk management matrices/plans, and ensuring adequate oversight and support is provided. They will also develop and submit work plans and budgets, coordinating with M&E and PSM teams to ensure performance frameworks and PSM plans are realistic and achievable.

The incumbent will establish agreements, oversee, and monitor the implementation of work plans by Sub-Recipients and national programs, ensuring effective coordination amongst them. They will also liaise with functional units of the PMU – PSM, Programme, Finance, etc., to ensure timely delivery of agreed activities in line with the grant agreement, UNDP rules, policies, and procedures.

Competencies

The ideal candidate should possess strong project management skills, with the ability to plan, organize, prioritize, and control resources, procedures, and protocols to achieve specific goals. They should also have excellent communication skills, able to communicate in a clear, concise, and unambiguous manner both through written and verbal communication.

Required Skills and Experience

The National Programme Specialist must have an advanced university degree (master's degree or equivalent) in Public Health or a relevant field. A minimum of 7 years of progressively responsible relevant experience at the national or international level in working in the implementation of HIV programming and developing or implementing capacity and strengthening systems for health is required.

Experience working with a public health institution in the area of HIV, as well as knowledge and experience working in the UN or UNDP rules, regulations, policies, and procedures, are highly desirable. Fluency in English and Urdu is required, with knowledge of other local languages being an asset.
