Job Description

The Programme and Budget Officer will play a critical role in supporting the Country Representative and the Programme and Operations Team in implementing UN Women's programs and activities in Pakistan. The position will be responsible for preparing and administering the CO budgets, providing technical support on budgetary and financial aspects of project implementation, and contributing to the development of budget guidelines, templates, and tools for project managers.

The successful candidate will have a strong background in finance and budgeting, excellent analytical and problem-solving skills, and the ability to work effectively in a team environment. They will have a strong understanding of UN Women's mandate and programming priorities and experience working with complex financial systems and processes.

Responsibilities

- Prepare and administer the CO budgets in full compliance of UN Women rules, regulations, policies, and recording and reporting systems
- Assist programme teams in budget formulation for new projects to support resource mobilization efforts of the Country Office, ensuring cost-effective resource allocation
- Provide technical support on budgetary and financial aspects of project implementation and identify funding gaps and risks
- Contribute to the development of budget guidelines, templates, and tools for project managers
- Ensure the integration of gender-responsive budgeting in programme planning and implementation
- Formulate the budget, control allotments, monitor expenditures, and prepare revisions according to the needs of the CO and support the preparation of multi-year financial frameworks, budget estimates, and work plans
- Prepare budgets in Quantum and prepare revisions, revise project awards and status; and determine unutilized funds
- Ensure the maintenance of the control mechanism for development projects through monitoring budget preparation and modifications and budgetary status
- Input budget data in Quantum and monitor status. Keep stakeholders and clients informed for timely action and/or decisions

Requirements

- Master's degree in business administration, Management sciences, Public Administration or a relevant field with 5 years of relevant experience
- A first-level university degree (Bachelors) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage
- At least 5 years of progressively responsible experience in programme and budget management/support
- Relevant experience at the national or international level in project/programme management, business operations, etc. is desirable
- Good knowledge of ERP systems is desirable
- Experience with UN operations is desirable
- Experience focusing on quality assurance and monitoring support in project implementation is desirable
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems
- Experience in the use of Quantum will be an asset
- Experience in working with organizations with a strong focus on gender and development issues will be an asset
