Deputy Chief Engineer - NDT & GTA Position

We are seeking a highly experienced and qualified Deputy Chief Engineer – NDT & GTA to oversee the application of NDT techniques on pipeline infrastructure. This critical role involves ensuring the integrity and reliability of natural gas transmission systems.

About the Role

This position requires a strong background in engineering, preferably with a Master's degree from a recognized university. The ideal candidate will have at least 6 years of experience in a similar role, with Professional Engineer (PEC) registration mandatory.

Duties and Responsibilities
  • Organize non-destructive testing (NDT) services through third-party providers to ensure impartial and independent assessment of pipeline condition.
  • Review service provider reports and assessment data to ensure adherence to international standards and well-designed procedures.
  • Oversee the application of NDT testing techniques to monitor pipeline integrity and detect defects before they cause damage or non-compliance.
  • Provide technical inputs on third-party welding tenders, including bill of quantities and technical details.
  • Check method statements and standard operating procedures for project monitoring and control purposes.
  • Seek approval of documents from Health, Safety, Environment, and Quality (HSE & QA) departments.
  • Monitor plan execution for third-party inspection and construction activities.
  • Supervise activities related to non-destructive testing.
  • Implement and oversee quality assurance measures for NDT processes.
  • Ensure accuracy, reliability, and compliance with industry standards in all NDT deliverables.
  • Conduct comprehensive assessments of critical infrastructure using NDT techniques.
  • Provide insights into structural integrity and reliability of components within the natural gas transmission system.
  • Monitor or witness pipeline project activities, including excavation, pigging, commissioning, and handing over to Transmission departments.
  • Prepare pre-qualification tenders for inspection, NDT testing, and other jobs, including welding and radiography.
  • Review document compilation to finalize or close projects.
  • Formulate technical aspects of Transportation Agreements and finalize agreements in coordination with Finance, Transmission, and Measurement departments.
  • Coordinate with Government/Private Companies for comments on draft agreements.
  • Delegate and ensure timely correspondence with stakeholders for early finalization of agreements.
  • Identify deviations from contractual obligations and communicate relevant actions to Government/Private Companies.
  • Identify quantum of changes and ensure proper implementation of commended actions.
  • Identify and assess risks under management/ownership.
  • Develop and implement risk response strategies for risks under management.
  • Monitor risks and response strategies under management.
  • Ensure accuracy and timeliness of information provided for risk reporting.
  • Undertake any other tasks assigned by superiors.
