Job Overview:

We are seeking an experienced professional to oversee our programs in Afghanistan and Pakistan, building staff capacity and implementing Monitoring & Evaluation systems. The ideal candidate will have a graduate degree from a reputable US university, 5+ years of experience in international development, preferably in South Asia, and fluency in English and either Urdu or Dari.

Key Responsibilities:

  1. Facilitate the timely implementation of Monitoring & Evaluation systems, including quantitative and qualitative data collection.
  2. Build capacity for Country NGO staff, focusing on Human Resource Development and community organizing.
  3. Develop and implement Annual Work Plans and Travel Plans at the beginning of the contract.
  4. Establish networking with donor organizations and individuals, creating links between Barakat USA and country NGOs.
  5. Maintain effective communication linkages between Barakat USA and country NGOs, facilitating annual visits from US staff.
  6. Promote closer contact and kinship between Barakat Pakistan and Barakat Afghanistan programs and Country NGOs.

Requirements and Expectations:

  1. A one-year contract, renewable based on performance review, with a three-month probationary period.
  2. The position will be based in either Pakistan or Afghanistan and will not require visa sponsorship to work in the US.
  3. Responsibilities include setting up office in Attock (Pakistan) or Kabul (Afghanistan), depending on location, and making regular visits to Field Offices.

Necessary Skills/Competencies:

  • Graduate education in the United States from a reputable university.
  • Pakistani or Afghan National based in their home country, or willing to set up base in their home country.
  • Ability to travel between Pakistan and Afghanistan and reside in these countries for months at a time.
  • Demonstrable commitment to the cause of education for girls & women in South Asia, including work experience in Pakistan and/or Afghanistan.
  • Language skills must include fluency in English, as well as fluency in either Urdu or Dari.
  • Ability to guide a team of country NGO staff professionally, being goal-oriented and persistent while respectful of their cultural traditions.

Desired Skills/Competencies:

  • Fluency in all three languages: English, Urdu and Dari.
  • Ability to speak and understand Turkmen.
  • Graduate Degree from the United States in International Development.
  • Previous work experience in Pakistan with Afghan Refugees or in the Northern Provinces of Afghanistan.
  • Previous connections with donor organizations and individuals in South Asia.
