Job Purpose:

To ensure effective monitoring, evaluation, accountability, and learning (MEAL) for flood emergency response activities in KP, providing data-driven insights to improve program quality and impact.

Key Responsibilities:

1. Monitoring & Data Collection

  • Develop and implement M&E tools (Kobo Toolbox, ODK) for:

    ✓ Post-Distribution Monitoring (PDM) of relief items

    ✓ WASH infrastructure rehabilitation progress

    ✓ Beneficiary satisfaction surveys
  • Conduct field spot-checks to verify data accuracy

2. Evaluation & Reporting

  • Lead rapid needs assessments post-flooding using standardized tools
  • Prepare weekly/monthly reports with infographics on:

    ✓ Output/outcome indicators (e.g., # households reached)

    ✓ Challenges and corrective actions
  • Support donor reporting.

3. Accountability Systems

  • Manage community feedback mechanisms:

    ✓ Hotline/complaint boxes

    ✓ Focus group discussions with women/PWDs
  • Ensure all protection concerns are referred to relevant teams

4. Capacity Building

  • Train field staff on:

    ✓ Data collection methodologies

    ✓ Core Humanitarian Standards (CHS)

    ✓ Safe identification/referral of protection cases

5. GIS & Data Visualization

  • Maintain interactive dashboards (Power BI/Excel) showing:

    ✓ Real-time response coverage

    ✓ Gap analysis by union council

Emergency-Specific Tasks:

  • Deploy within 72 hours to establish real-time monitoring of new floods
  • Adapt tools for multi-sectoral rapid assessments (WASH, Shelter, Health)

Qualifications & Experience:

Essential:

  • Education: Bachelor's in Social Sciences/Statistics/Development Studies
  • Experience:
  • 3+ years in M&E for emergency projects (floods preferred)
  • Proven skills in:

    ✓ Mobile data collection (Kobo, CommCare)

    ✓ SPSS/Excel data analysis

    ✓ GIS mapping (QGIS/ArcGIS)
  • Languages: Fluent English (reporting), Urdu/Pashto (field work)

Preferred:

  • Certification in CHS, SPHERE Standards
  • Experience with:

    ✓ UN cluster reporting systems

    ✓ Cash-based programming M&E
