The National Vocational and Technical Training Commission (NAVTTC) is seeking a highly accomplished professional to join its leadership team as
Chief Program Officer – TVET
. This is a senior-level role responsible for providing strategic leadership, driving innovation, and strengthening Pakistan's Technical and Vocational Education and Training (TVET) ecosystem.

Qualifications & Eligibility:

  • Master's degree in Economics, Management Sciences, Social Sciences, HRM, Business Administration (MBA), or a closely related field from an HEC-recognized university.
  • 15–20 years of total professional experience, including at least 5 years in the design, development, and management of TVET programs.

Preferred Skills & Experience:

  • Proven expertise in program management, policy development, and strategic planning in the TVET or skills development sector.
  • Experience working with international development partners, donors, and multilateral agencies.
  • Demonstrated leadership in managing multidisciplinary teams and organizational change.
  • Strong stakeholder engagement, consensus building, and communication skills.

Key Responsibilities:

  • Provide strategic leadership and oversight of NAVTTC's national TVET programs in line with Pakistan's economic and development goals.
  • Oversee program lifecycle management including planning, budgeting, implementation, and evaluation.
  • Lead labor market analysis, policy development, and skills demand forecasting.
  • Build and sustain partnerships with government, private sector, donors, and industry stakeholders.
  • Strengthen NAVTTC's visibility and impact through communication strategies and advocacy efforts.
