Consultant for Development of HPV Vaccine Integration Plan into Routine Immunization

Jhpiego is dedicated to improving the health of women and families in developing countries.

Jhpiego is supporting the Government of Pakistan in the introduction of the HPV vaccine, with technical assistance provided under Gavi funding. A critical component of this initiative is developing a sustainable and well-integrated strategy & plan for HPV vaccine incorporation into Pakistan's routine immunization system.

Jhpiego is hiring a highly experienced consultant to led and complete the development of a comprehensive HPV vaccine integration strategy / plan, leveraging global best practices and local insights from stakeholders, including FDI, provincial EPI teams, and frontline healthcare workers.

Responsibilities
The consultant will support finalization of the already developed draft HPV vaccine integration plan that outlines key operational strategies, workforce capacity- building needs, logistical considerations, and data-driven refinements for sustainable HPV vaccine delivery through stakeholder consultations at provincial and national level.

*Specific Objectives:*

• Facilitate consultations with national and provincial stakeholders to align the integration plan with operational realities and policy frameworks.
• In consultation with national and provincial stakeholders, finalized HPV vaccine integration in RI plan.

• Stakeholder Engagement and Consultation at Federal & Provincial levels
• Conduct consultative meetings with federal and provincial stakeholders, including program managers, technical experts, and frontline health workers.
• Prepare feedback into actionable recommendations for HPV vaccine integration in to routine immunization.
• Finalizing HPV Vaccine Integration Strategic Plan
• Design a structured, phased approach to integrating HPV vaccination into routine
• Develop operational guidelines covering supply chain, microplanning, and service
• Provide recommendations on financing, policy adaptation, and health workforce capacity
• Presentation and Iterative Refinement
• Present the HPV vaccine integration plan to the key stakeholders for validation and
• Incorporate the stakeholders' feedback and finalize the integration plan.
• Generate stakeholders' consultation reports, incorporating key inputs from FDI, provincial EPI teams, WHO, UNICEF, and other partners including frontline health workers.
• Finalized integration plan incorporated stakeholder feedback with proposed implementation strategies, workforce capacity needs, and operational feasibility assessment.

*Level of Efforts (LOE):*
The total duration of the assignment is 40 days, including 30 days in the office or field (8 are travel days) and 10 days of remote work.

Reporting And Coordination

• The consultant will report to Jhpiego's HPV Team Lead and work closely with the Federal Directorate of Immunization (FDI), Provincial EPI teams, and Jhpiego's technical staff.
• Regular progress updates will be shared with HPV Team Lead.

Required Qualifications

• Advanced degree (MPH, MBA, MD, or equivalent) in Public Health, Health Systems, or a related
• Minimum 10 years of experience in immunization program planning, health policy development, or vaccine
• Proven track record in developing vaccine integration strategies for WHO, Gavi, UNICEF, or similar
• Extensive experience engaging with government, donor agencies, and immunization
• Strong analytical and writing skills, with demonstrated ability to synthesize technical information into practical implementation strategies.
• Familiarity with Pakistan's immunization landscape, policy frameworks, and operational
