ATMT Limited is seeking a highly motivated professional to lead our contracts and tendering function. The role goes beyond preparing bids — it focuses on winning, negotiating, and mobilizing government infrastructure and development projects in line with the Company's mandate.

Role Overview

The Manager – Contracts and Tendering will drive end-to-end project acquisition, maintain strong relationships with government authorities, and ensure a seamless transition from bidding to execution.

Key Responsibilities

1. Project Identification & Pipeline Development

  • Continuously scan federal, provincial, and authority-level contracting opportunities.
  • Build a strategic pipeline aligned with ATMT's competencies in civil, infrastructure, technology, and construction.
  • Maintain a rolling tracker of upcoming projects, deadlines, and qualification status.

2. Bidding & Proposal Preparation

  • Lead preparation, review, and submission of EOIs, RFPs, and complete bidding documents (technical & financial).
  • Coordinate inputs from engineering, finance, and legal teams for accuracy and compliance.
  • Ensure all submissions meet authority requirements.
  • Maintain and update a repository of bid templates, compliance documents, and support materials to reduce turnaround time.
  • Develop a pre-bid qualification and filtering mechanism to avoid unnecessary bid security lockups on low-probability projects.

3. Government Relations & Negotiations

  • Build and sustain strong relationships with ministries, authorities, regulators, and decision-makers.
  • Lead negotiations on bid clarifications, post-bid discussions, and contract terms.
  • Represent ATMT at official pre-bid, bid opening, and project award meetings.

4. Project Award & Mobilization

  • Ensure smooth transition from award to mobilization, including securing guarantees, insurance, and advance payments.
  • Coordinate internally for project kick-off across technical, financial, HR, and logistics functions.
  • Resolve bottlenecks in regulatory approvals and project handovers.

5. Reporting & Strategic Contribution

  • Provide weekly progress reports with measurable indicators of activity and success.
  • Contribute to ATMT's long-term strategy for government contracting and portfolio growth.

  • Proven expertise in negotiation and contract finalization.
  • Ability to mobilize teams quickly for project execution.
  • Strong commercial awareness to filter high-probability projects.
  • Self-driven with a proven track record in winning government contracts.

Probation & Performance

  • KPI-driven probation period with weekly measurable outcomes.
  • Continuation beyond probation will depend on demonstrated ability to secure and mobilize projects.
