CARE Pakistan invites bids for the Framework Agreement (FWA) of Solar system Solution for a Single Household Kit.

  • 2. SELECTION CRITERIA

The below criteria will be used to evaluate and select vendors.

1. Financial Evaluation

  • Price: 40 Marks (Annexure A)

2.Technical Evaluation

  • Two Purchase orders for the supply or Installation of Solar system to NGO/INGO or Government organization(1 Purchase order 5 Marks and 2 Purchase order 10 Marks) - Total 10 Marks (Each Purchase order should be 5 million or above).
  • Quality Sample: 50 Marks (Annexure B) -Fill Annexure B and submit along with RFQ, evaluation will be based on it. The selected vendor will be requested to submit a sample before entering Framework agreement (if needed). The samples should be as per quoted specs and any deviation will result in disqualification.

Scope of Work:

The scope of work is to enter into Framework agreements with qualified vendors for the supply of Solar System Solution for a single Household Kit.

Full specifications, BOQs (Annexure A and Annexure B) are attached with RFQ document.

Terms and Conditions:

  • The rates provided must be in USD and Inclusive of all taxes, transportation, loading, unloading and other associated costs
  • These rates must remain valid until September 30, 2026. CARE Pakistan intends to enter into a framework agreement with the selected vendor(s), extendable by mutual agreement and based on satisfactory performance.
  • CARE Pakistan will select items and quantities based on available budget and ground needs. Quoted unit rates must be independent and applicable universally.
  • All items imported through proper channel and warranty claimable locally. Proof of import through proper channel will be required.
  • The selected vendor will be requested to submit a sample before entering Framework agreement (if needed). The samples should be as per quoted specs any deviation will result in disqualification.
  • If order is confirmed the vendors must provide documents, warranty cards for PV modules, Fans, Batteries , charging controller.
  • Upon selection, the vendor will be responsible for completing the task within the stipulated timeframe. Any deviation from the agreed timelines or required specifications may result in contract termination, a 1% penalty per day will be imposed for delay of each key milestone.
  • CARE reserves the right to reject one or all tenders without any reason.
  • By submitting a response to this RFQ, vendors agree to all terms and conditions outlined above.
