Job Title: Procurement Manager

Department: Operations / Supply Chain

Reports To: Director of Operations

Location: Islamabad

Job Summary

The Procurement Manager will be a key strategic leader responsible for the comprehensive oversight of the company's procurement function. This role involves developing, implementing, and managing strategic sourcing, negotiation, and contract management for both local (domestic) and foreign (international) materials, equipment, and services. A critical requirement is a strong engineering background coupled with an expert understanding of global logistics and Incoterms to ensure efficient, cost-effective, and technically compliant supply chain operations within a large-scale industrial environment. The manager will be instrumental in driving cost savings, quality standards, and supply chain resilience.

Key Responsibilities

Strategic Sourcing & Procurement:

Develop and execute strategic sourcing initiatives for all spend categories, focusing on maximizing total cost of ownership (TCO) value and minimizing supply chain risk.

Lead the full procurement lifecycle, including requirements definition, market analysis, supplier qualification, RFP/RFQ issuance, bid evaluation, complex negotiation, and contract finalization.

Establish, maintain, and rigorously manage a high-performing supplier base, implementing continuous improvement and quality assurance programs.

Manage procurement for foreign (international) and local (domestic) materials and services, ensuring compliance with all trade regulations, customs procedures, tariffs, and duties.

Technical and Quality Compliance:

Utilize engineering background to read and interpret technical specifications, blueprints, and quality standards to ensure all sourced materials are technically fit for purpose.

Collaborate closely with Engineering and Manufacturing teams to identify opportunities for value engineering and standardization of materials.

Conduct technical supplier audits and assessments to verify manufacturing capabilities, quality systems, and scalability for large-volume production.

International & Domestic Logistics:

Maintain expert knowledge of domestic and international logistics, including Incoterms, freight forwarding, customs clearance processes, and import/export documentation.

Negotiate freight rates and Service Level Agreements (SLAs) with carriers, customs brokers, and Third-Party Logistics (3PL) providers to optimize speed and cost efficiency.

Proactively anticipate and mitigate potential supply chain disruptions, logistics bottlenecks, and geopolitical risks associated with global sourcing.

Financial Management & Compliance:

Drive significant cost-reduction initiatives, track and report Key Performance Indicators (KPIs) such as Purchase Price Variance (PPV), supplier performance, and savings against targets.

Prepare, manage, and report on the annual procurement budget.

Ensure all procurement activities adhere to stringent company policies, ethical standards, and relevant legal and regulatory requirements.

Stakeholder Management & Team Leadership:

Serve as the primary liaison between external suppliers and internal stakeholders (e.g., Finance, Legal, Manufacturing, Engineering) to align sourcing strategies with business needs.

Lead, mentor, and develop a team of procurement professionals, promoting a culture of high performance and continuous learning.

Qualifications

Education & Experience:

Bachelor's degree in Supply Chain Management, Business Administration, Finance, or an Engineering discipline (e.g., Mechanical, Industrial, Chemical, Electrical). A Master's degree or professional certification (e.g., CPSM, CIPS) is strongly preferred.

A minimum of 7 years of progressive experience in procurement and supply chain management, specifically within a large-scale industrial or manufacturing environment (e.g., Automotive, Aerospace, Heavy Manufacturing, Oil & Gas).

Mandatory demonstrated experience in global/international strategic sourcing and contract negotiation.

Skills & Competencies:

Exceptional understanding of domestic and international logistics, customs, duties, tariffs, and Incoterms.

Strong technical aptitude and ability to read/interpret engineering specifications for the sourcing of complex components and services.

Expert knowledge of procurement best practices, contract law, and advanced negotiation strategies.

Proven capability in managing large, complex contracts and diverse, global supplier relationships.

Superior financial acumen and analytical skills for Total Cost of Ownership (TCO) analysis and financial modeling.

Proficiency with large-scale ERP systems (e.g., SAP, Oracle) and dedicated procurement/e-sourcing software.

Excellent written, verbal, and presentation skills.
