Position Objectives

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Assistant will support the implementation of the donor multi-sectoral emergency response in Bajaur, covering Health, WASH, and MPCA interventions for conflict- and flood-affected IDPs and host communities. The role will focus on data management, monitoring, accountability mechanisms, and learning processes to ensure program quality and compliance with ECHO requirements, PRCS policies, and humanitarian standards. The incumbent will support community engagement, beneficiary registration, monitoring of activities, post-distribution monitoring (PDM), and reporting.

Responsibilities
  1. Monitoring & Field Support: Work closely with Program Officers & IMRO to monitor Health, WASH, and MPCA interventions, with a focus on vulnerable groups (women, children, elderly, and persons with disabilities).
  2. Support baseline, midline, and endline assessments, as well as needs assessments and market assessments.
  3. Conduct regular field monitoring visits to IDP camps, schools, and host communities, ensuring activities meet SPHERE standards, CHS, PGI, and CEA guidelines.
  4. Assist in post-distribution monitoring (PDM), after-action reviews, and beneficiary feedback collection to strengthen accountability and adaptive programming.
  5. Data Management & Reporting: Support data collection, entry, cleaning, and validation using digital tools (Kobo, ODK, Excel, etc.).
  6. Maintain an organized filing system (soft and hard copies) ensuring data accuracy, consistency, and confidentiality.
  7. Contribute to the development of beneficiary databases and registration tools.
  8. Ensure timely preparation and submission of weekly, monthly, and quarterly reports on program progress, highlighting key achievements, gaps, and lessons learned.
  9. Support the design and use of MEAL tools, surveys, methodologies, and data analysis to generate evidence for decision-making and donor reporting.
  10. Accountability & Learning: Facilitate community sensitization and awareness sessions on program objectives, selection criteria, entitlements, and complaints mechanisms.
  11. Support the establishment and management of feedback and complaints response mechanisms (FCRM) in line with donor and PRCS standards.
  12. Document case studies, success stories, and lessons learned to inform program improvements and knowledge sharing.
  13. Ensure safeguarding, protection, and inclusion (PGI) are mainstreamed into all MEAL activities.
  14. Capacity Building & Coordination: Assist in training staff, volunteers, and community members on MEAL tools, data collection methods, and accountability standards.
  15. Liaise with community committees, local authorities, and stakeholders to ensure transparent and participatory monitoring processes.
  16. Perform any other tasks assigned by the IMRO or relevant program managers.
Education

Bachelor's degree in social sciences, Development Studies, Statistics, Public Health, or related field.

Experience

Minimum of 2 years' experience in monitoring and evaluation, accountability, or humanitarian program support (experience with Health, WASH, or CVA/MPCA interventions preferred).

Skills / Knowledge
  • Strong data management and analysis skills (Excel, Kobo, ODK, SPSS or other tools).
  • Good understanding of humanitarian standards (SPHERE, CHS, PGI, CEA).
  • Experience in report writing, data visualization, and knowledge management.

Maximum age limit, up to 40 years.

Extensive travelling/travel to field locations as required.
