Overview

EOI | Conduct a 3-day multi-sectoral training with the Investigation Officer, Medico Legal Officer, and Prosecutors on Sexual and Gender-Based Violence, Anti-Rape Act, Investigation, Medicolegal, and Prosecutorial Protocols in Balochistan.

Objective

To design and deliver a multi-sectoral training session for Investigation Officers, Medicolegal Officers, and Prosecutors in Balochistan. The training will focus on the Anti-Rape (Investigation and Trial) Act 2021, GBV legal frameworks, investigation, medicolegal, and prosecutorial protocols to improve coordination and case outcomes.

Scope of Work and Deliverables

The consultant will be responsible for the following tasks:

  • Develop Training Content and Materials
  • Prepare comprehensive training material tailored to the Balochistan context, covering legal frameworks, survivor-centred approaches, and inter-agency coordination.
  • Suggest questions for pre- and post-training assessments.
  • Participate in planning meetings with LAS and co-facilitators to finalise the training agenda and methodology.
  • Deliver an in-person training session in Quetta, engaging participants through interactive and adult learning methodologies.
  • Focus areas:
    • Gender-sensitive investigations
    • Trauma-informed interviewing
    • Forensic evidence collection and medicolegal reporting
    • Legal procedures under the Anti-Rape Act
    • Prosecutorial strategies and inter-agency coordination
  • Duration: 3 days
  • Compile a post-training report summarising key takeaways, participant feedback, challenges, and recommendations for future interventions.

Required Qualifications and Experience
  • An advanced law degree, gender studies, public health, or a related field.
  • Minimum 5 years of experience working with the Criminal Justice System in Pakistan.
  • Proven expertise in GBV, legal frameworks, and survivor-centred approaches.
  • Experience in developing and delivering training using adult learning methodologies.
  • Familiarity with the Anti-Rape (Investigation and Trial) Act 2021 and related legal instruments.
  • Strong facilitation and communication skills.
Protection Against Sexual Exploitation and Abuse
  • Legal Aid Society (LAS) is committed to the prevention and protection from all forms of sexual exploitation and abuse (SEA). LAS explicitly prohibits its staff, associates, partners, consultants, or any other representatives associated with the delivery of its work from:
  • Engaging in any form of sexual exploitation or abuse;
  • Sexual activity with children (persons below the age of 18), irrespective of a mistaken belief of the age of the child, which shall not amount to a defence;
  • Exchange of money, employment, goods or services for sex, including sexual favours or other forms of humiliating, degrading or exploitative behaviour, is prohibited. This includes any exchange of assistance that is due to beneficiaries of assistance.
  • Sexual relationships between LAS staff and beneficiaries of assistance, since they are based on inherently unequal power dynamics, undermine the credibility and integrity of the work of LAS and are strongly discouraged.
