Contract Type: 1.5 years Fixed-term Contract. The contract duration is extendable, subject to the availability of donor funding.

Location: Islamabad, Pakistan

Salary: 2,267,412 PKR

Closing Date: 8th June 2025

You must have the legal right to work in Pakistan at the time of application.

Role Purpose

The Programme Coordinator for ILMpact ensures the efficient delivery of programme activities in line with its objectives. This includes coordinating planning, implementation, monitoring, and reporting, while managing budgets, tracking expenditures, and addressing financial risks. The role involves providing technical support to partners, building their capacity, and ensuring compliance with British Council and ILMpact guidelines.

Accountabilities/Responsibilities

Programme Coordination & Partnerships

  • Coordinate delivery of ILMpact programme activities and undertake specified technical/support tasks (e.g., manage events, communications, contacts, networks, logistics, external suppliers, meetings) to meet agreed targets for the designated region (Islamabad).
  • Identify partner's capacity needs and provide technical support and guidance to staff & partners to strengthen their planning, implementation, monitoring, evaluation, and reporting systems on all Education programme activities.
  • Oversee and guide the implementation of programme activities carried out by implementing partners. Facilitate joint planning meetings & visits with Programme Managers & MEAL team to ensure integration of program activities and efforts
  • Developing, Maintaining and monitoring detail implementation plans, programme schedules, work hours, budgets, and expenditures. Create a programme management calendar for fulfilling each ILMpact and objectives for the realization of programme outputs through activities.
  • Managing consortium and implementing partners' delivery targets and monthly delivery plans, ensuring they are on track and aligned with programme goals.
  • Lead and coordinate the capacity building of implementing partners and civil society organizations (CSOs) to ensure they are well-equipped to continue their work effectively after the programme ends.
  • Ensure financial compliance of activities with approval of the respective line managers. Support finance team in budget monitoring by reviewing monthly BVAs and providing feedback for reclassifications, recoding and or other amendments.
  • Establish, nurture, and maintain strong and positive relationships with external stakeholders, relevant Departments, implementing partners and Education Cluster stakeholders for information sharing, exchange of knowledge and coordination of Education programming

Knowledge Management and Communication
  • Complete programme documentation for all activities. Assist with identifying information for case studies and reports on promising practices. Prepare and compile reports, conduct basic research, and deliver on promotional material preparation for all ILMPACT programme activities in coordination with British Council Marketing and Communications team.
  • Support in Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to ILMPACT programme.
  • Working on the substantive quality of all knowledge products, reports, and services. Review reports and provide feedback.
  • Assess partners and programme team training needs and oversee the delivery of agreed learning. Engage partners and beneficiaries in planning and review processes, supporting them to identify linkages between their work and delivery of British Councils goals.
  • Collate information for preparation of documents such as presentations, meeting minutes, consent forms, etc., for meetings, fieldwork, and events.
  • Provide support to the Senior Program Manager in developing content including policy briefs, Terms of Reference (ToRs), and programme reports.

Budget Planning and Development
  • Collaborating with the programme team to develop a detailed and realistic budget that aligns with the programme's objectives, ensuring that all financial aspects are covered and well-planned.
  • Continuously monitoring programme expenditures, ensuring that costs are within the approved budget, and identifying any potential variances or overspending early on.
  • Support finance team in preparing and submitting regular financial reports to donors, senior management, and other stakeholders, providing a clear picture of the programme's financial health.
  • Identifying financial risks and developing mitigation strategies to ensure smooth programme delivery without budgetary issues.

Safeguarding
  • Complete Introduction of Safeguarding e-learning courses (Mandatory e-learning course)
  • Due diligence for Safeguarding is conducted for implementing partners.
  • Ensure that the implementing partners and strategic partners understand the safeguarding code of conduct and comply with the safeguarding standards related to children /adult when conducting British Council activities
  • Ensure protection of data related to children and adult
  • Escalate Safeguarding issue to the programme safeguarding focal person

Role Specific Knowledge And Experience

Minimum / Essential Requirements
  • Experience of coordinating programmes from start to finish and familiarity with programme life cycles.
  • Proven experience of managing programme finances.
  • Experience of managing stakeholders
  • Programme management qualification desirable.
  • At least 4 years working in Education programme or programme management.
  • Experience of using technology n programme delivery
  • Good understanding and experience of supporting monitoring and evaluation.

Desirable Requirements
  • Experience/understanding of Girls and Out of School Children in Khyber Pakhtunkhwa and Punjab, enrolment, retention, advocacy, communication and capacity building programming
  • Experience and understanding of digital learning tools
  • Experience and understanding of girls education and empowerment in marginalised areas of Punjab and KP province.

Education and Qualification
  • Bachelor education qualification in any discipline
  • Foundation level Programme Management certificate

Language Requirement
  • The British Council systems and global processes operate in English. Written and verbal proficiency in English (C1) is required.

  • Unsocial/long hours are likely to be required from time to time
  • Occasional national and international travel may be required
