Call for Application - Senior Programme Assistant (Infrastructure)

Established in 1951, IOM is a Related Organisation of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice. Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.

IOM supports the Government of Pakistan in implementing cross-border programming supporting Afghan migrants and refugees, which aims to promote peaceful co-existence with host communities. In line with the present government policy and the strategic approaches adopted by the Afghanistan Situation Regional Refugee Response Plan (2022) and IOM's Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024), IOM Pakistan will support vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs, reduce protection risks, and support crisis mitigation, recovery, and sustainable development.

Under the overall supervision of the Chief of Mission (CoM) and the Programme Manager (Community Resilience, Livelihoods and Recovery), and under the direct supervision of the National Programme Officer (Infrastructure), the successful candidate will assist in field activities and quick impact projects (QIPs), ensuring compliance with IOM's and donors' rules, regulations, and legal requirements to maintain high-quality programme implementation.

Responsibilities and Accountabilities

1. Support in identifying infrastructure gaps and needs in targeted communities through assessments and stakeholder meetings, coordinating with local authorities and maintaining transparent communication.
2. Participate in joint field visits to assess needs and existing structures, guiding project selection.
3. Study the scope of civil works, minor upgrades, infrastructure, and solarization works, supporting planning and implementation.
4. Draft rehabilitation plans for QIPs, including work scope, BOQs, timelines, budgets, and handover recommendations.
5. Monitor project implementation through regular inspections and stakeholder engagement.
6. Coordinate with end users at the field level to resolve operational issues.
7. Manage project data, including FGDs, BOQs, reports, and handover documentation.
8. Supervise daily workers, ensuring quality, attendance, and progress tracking.
9. Assist in developing work plans and providing progress updates.
10. Identify technical training needs and support capacity building.
11. Participate in planning meetings with technical and operational teams.
12. Provide technical inputs for other projects, including hardware and equipment assessments.
13. Undertake duty travel as needed.
14. Perform other duties as assigned.

    Required Qualifications and Experience

    Education:

    • University/Bachelor's degree in Civil Engineering or related field with four years of relevant experience, or
    • High School Diploma with at least six years of relevant experience.

    Experience:

    • Attention to detail and ability to work independently;
    • Proficiency in MS Office and SAP;
    • Strong communication, negotiation, and interpersonal skills;
    • Effective team player.

    Languages:

    Fluency in English and Urdu (oral and written) is required. Knowledge of provincial languages (especially Sindhi) is an advantage.
